Position Summary
This position safely and effectively performs a variety of skilled duties including new construction, the repair and maintenance of the water and/or sewer system in water and sewer operations and regularly works in excavations of fifteen (15) feet or more. This position reports to a Crew Lead.
Key Duties & Responsibilities
- Perform new water and sewer main construction, repair, and maintenance.
- Dig trenches or excavations by hand and using power operated tools and equipment.
- Direct operators with hand signals for grade, repair, or replacement of pipes, etc., in excavation activities.
- Interpret and communicate specifications, blueprints, and diagrams to employees to ensure compliance with requirements.
- Lay and join all water main, sewer, and connection pipes to grade using a laser level.
- Conduct hot and dry tapping with specialized tapping machines, all sizes of connections and connects using proper fittings (Water Ops).
- Maintain good working relationships with fellow workers and supervisors.
- Operate tandem trucks with trailers safely, efficiently, and effectively.
- Perform water quality tests (Water Ops).
- Ensure proper haunching in the pipe zone to protect City assets from further damage or undue stress.
- Follow all rules and regulations as set out in the Provincial Occupational and Health Safety Act, and the City of Regina Occupational Health and Safety Manual.
- Ensure equipment and materials at work sites comply with Provincial Occupational Health and Safety Act, City of Regina Occupational Health and Safety Manual, and National Safety Code.
- Operate the boring machine (Water Ops).
- Perform related duties as required
Key Qualifications
- Grade 12 or GED.
- Typically, the knowledge, skills, and abilities required for this position are obtained through a minimum of two (2) years construction experience in water or sewers as a Skilled Labourer.
- Must bring Level 2 Operator Certification, as identified under the Saskatchewan Water and Wastewater Works Operator Certification Standards in the category relevant to their operating area.
- Knowledge, ability, and experience working in shored excavations to depths of 15 feet or more doing water and sewer work.
- Knowledge of applicable rules and regulations of the Provincial Occupational Health and Safety Act, City of Regina Occupational Health and Safety Manual, and National Safety Code pertaining to water and sewer construction operations.
- Thorough knowledge of methods, procedures, maintenance, and operations associated with water and sewer construction activities.
- Knowledge of and ability to perform confined space and safe trenching work according to Occupational Health and Safety regulations.
- Demonstrated ability to listen, understand, follow, and express ideas effectively in both oral and written form including hand signals.
- Demonstrated ability and initiative to work independently with minimum supervision.
- Demonstrated ability to provide direction and training to other employees who may be assigned as helpers.
- Demonstrated ability to operate tandem truck and trailer units with the ability to learn to operate other equipment such as a concrete and pavement saw.
- Demonstrated ability to deal courteously and tactfully with co-workers and the general public.
- Demonstrated ability to establish and maintain effective working relationships as necessitated by work assignments.
- Ability to perform turbidity and chlorine residual tests (Water Ops).
Working/Other Conditions
- Must possess a valid Class 1 Driver’s License with an “A” Endorsement.
- Will be required to work from variable bases of operation. (e.g. Public Works Yard or other designated bases).
- Must be able and willing to perform work of a physical nature in field environments and inclement weather.
- Must obtain and maintain the permits and certifications necessary to operate equipment as required.
- Must be willing and able to be trained in Confined Space Entry and Safe Trenching.
- Must be willing and able to work in raw sewage, in trenches over fifteen (15) feet deep.
- Must be able to work in confined spaces.
- Must be able to be fit tested and wear Self-Contained Breathing Apparatus.
- Must be willing to be on call, perform overtime, and work shift and/or irregular hours.
