Position Summary
The City of Regina is looking for a dynamic, consultative and innovative Talent Specialist to join our Talent Acquisition Team. This role is essential to our hiring process, position management, and maintaining accurate workforce data.
The Talent Specialist will partner with a portfolio of clients, operational leaders and hiring managers throughout the recruitment lifecycle, onboarding and employee data management processes. You will act as a subject matter expert, promoting compliance with legislation and collective bargaining agreements, and contribute to the City’s HR objectives.

Key Duties & Responsibilities
- Oversee the recruitment lifecycle, including creating job postings, screening candidates, creating interview guides, scheduling interviews, assisting with the creation of testing procedures, and preparing Letters of Offer.
- Initiate onboarding for new employees and ensure proper employment requirements are met
- Provide ongoing support for hiring managers and collaborate with HR Business Partners
- Develop and maintain competency frameworks, interview guides, and hiring tools.
- Represent the City as a corporate ambassador at career fairs, community organization work readiness programs including diversity outreach activities.
- Analyze recruitment data and metrics to optimize talent acquisition strategies.
- Manage position control, ensuring roles align with budgetary and system requirements.
- Provide accurate and timely data analysis to support decision-making processes
- Provide exceptional candidate and employee experiences throughout the hiring process.
- Assist with immigration programs and work permit processes as required.
Key Qualifications
- A relevant post-secondary degree or diploma in Human Resources, Business Administration, or a related field, coupled with a minimum of three (3) years of full-cycle recruitment experience, preferably within a unionized environment.
- Strong knowledge of HRMS infrastructure, policies, and privacy legislation.
- Understanding of Saskatchewan Labour Standards, collective agreements, and benefit plans.
- Experience with social media platforms and recruitment marketing techniques is an asset.
- Experience with talent acquisition software and data analysis, Oracle, SAP and PowerBi are assets.
- Proven problem-solving skills and ability to ensure data accuracy and integrity.
- Exceptional communication and interpersonal skills, with the ability to coach and collaborate with hiring managers and build positive relationships.
- Confident in delivering presentations and facilitating training sessions on recruitment and resume writing.
- Proven ability to manage multiple priorities, meet tight deadlines, and maintain data integrity.
