Position Summary
This position is responsible for the planning, development, implementation, and maintenance of waste management and minimization programs and projects. This position will develop, inform, promote and administer solid waste activities within the corporation, to various external sectors, and the public. This position reports to the Coordinator, Program Development.
Key Duties & Responsibilities
- Plan, develop, evaluate and implement programs and projects related to waste management.
- Manage operating programs and project budgets, including contract administration.
- Organize and supervise work unit(s), contractors and volunteers engaged in the performance of tasks relating to the operation and management of waste minimization.
- Confer with external sectors and the public to build and sustain a climate that fosters relationship building and encourages occurrences for partnership opportunities.
- Contribute to team projects and effectively participate as a team member.
- Explore and analyze external opportunities to acquire support and create partnerships in programs and projects.
- Confer and negotiate with external sectors, volunteers, corporate managers, senior engineers and other departments and is the primary representative on the subject of solid waste minimization as required to facilitate contracts and/or projects.
- Communicate with the public both to respond to public concerns such as waste minimization matters, or requests for information, and to seek input into pending operations or levels of service that will impact the citizens of the City.
- Assist management with the preparation, monitoring and control of capital, g budgets.
- Identify, recommend and implement changes and improvement to operational plans, programs and contractor operations.
- Research, coordinate and assemble information and prepare technical reports.
Key Qualifications
- Typically, the knowledge, skills and abilities are obtained through a degree or diploma with relevant courses in environmental studies, Urban Planning, Business Administration, Geography, and Economics coupled with a minimum of three years experience in a related solid waste or environmental engineering field.
- Must have demonstrated supervisory, leadership and project management abilities to plan and organize operational programs, project and resources.
- Knowledge of principles, practices and theories for the effective supervision and leadership of co-workers, employees, external sector clients, volunteers and the public.
- Knowledge of contracts, specifications, inspection and legal implications of inspection work.
- Demonstrated ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act and expectations of City of Regina’s policies, standards, practices and guidelines.
- Ability to establish business metrics for effective and efficient program delivery.
- Demonstrated ability to research, design and implement new waste minimization policies, regulations and programs within overall solid waste management operations.
- Intermediate skills to create tables, charts and forms, create formulas, queries and reports , modify and customise charts and tables, use pivot tables and cross tab queries, and import/export data from various sources and formats using office productivity software such as in Microsoft Suite of Professional Office Software (Work, Excel, PowerPoint and Access).
- Ability to research and use survey tools.
Working/Other Conditions
- Must possess a valid Class 5 Driver’s License and have a vehicle available for work usage (a travel allowance is provided).
- Must be able and willing to perform work of a physical nature in all field environments and inclement conditions.
- Must be willing to be on call, perform overtime, work shift and /or irregular hours.
