Hourly Salary: $43.24 - $53.99 (Plus $3.00 per hour Market Supplement, 2024 rate)

Position Summary

The City of Regina is recruiting a Senior Engineer / Project Engineer to  lead, direct and provide professional engineering expertise for the review of engineering drawings, technical reports, and modelling to ensure City Design Standards and Requirements are satisfied as it relates to wastewater, water, stormwater, and transportation infrastructure to support planning and development applications. Priority will be given to candidates with direct experience in transportation engineering and Traffic Impact Assessments. Applications require a high degree of knowledge and ability to identify and solve problems, interpret and administer policies, bylaws, standards and specifications while working collaboratively with the development community, other Branches and the citizens of Regina. The individual is expected to exercise independent judgement, initiative and decision-making authority and will need to be comfortable managing risk. The Senior Engineer position may be responsible for supervising and mentoring staff.


 

Key Duties & Responsibilities

 

  • With a focus on transportation engineering, research, develop, recommend, coordinate and implement policies and procedures related to land development, servicing infrastructure, and development approval processes to ensure efficient, effective and strategic business operations.

  • Mentors, trains, advises, directs and supervises staff and work teams in a work environment that embraces innovation, change, corporate values/initiatives, relationships, partnerships and a respectful work environment.

  • Establish, review, interpret and enforce policies as they relate to the City Planning and Community Services Division’s requirements for land development.

  • Serve as a point of contact between internal departments, developers, consultants, engineers and government officials on development related inquiries involving City infrastructure or infrastructure servicing policies.

  • Liaise, confer, negotiate or collaborate with internal and external working groups and committees related to major development projects and the development industry in Regina ensuring that the development industry adheres to all technical requirements of the City.

  • Participate in planning for the medium and long term improvements and growth of the City’s infrastructure systems.

  • Assist in or directs technical employees on the review of engineering drawings, technical reports, and modelling to ensure City Design Standards and Requirements are satisfied as it relates to wastewater, water, stormwater, and transportation infrastructure to support planning and development applications.

  • Prepare and present complex reports, contract documents, terms of reference, requests for proposals, policies and procedures, correspondence and briefs, and reports to Committees and Council.

Key Qualifications

  • A university degree in Engineering (Civil, Mechanical, or a related field).

  • Registered or eligibility for registration as a Professional Engineer in Saskatchewan.

  • Candidates with 5 or more years of relevant Professional Engineering experience in servicing infrastructure  will be considered for the Senior Engineer level. Those with less than 5 years of Professional Engineering experience,, will be considered for the Project Engineer level.

  • Minimum of five (5) years professional engineering experience in a related field of municipal infrastructure.

  • Registered or eligible for registration as a professional engineer in the Province of Saskatchewan.

  • Experience in wastewater, water, stormwater ortransportation infrastructure relating to land development is required.

  • Advanced knowledge of engineering and public works principles and practices with strong emphasis on municipal service delivery and land development principles relating to water, wastewater, stormwater, and transportation infrastructure.

  • Advanced skill to think conceptually, analyze complex data and issues, interpret specifications/plans/regulations and develop innovative solutions.

  • Advanced and diverse knowledge of municipal infrastructure, management, standards, policies, practices, materials, operations and equipment. Knowledge of Windows-based software, specifically Microsoft Office, and specialized analysis software, specifically InfoWorks and WaterCAD.

  • Ability to express ideas effectively, in oral and written form.

  • Ability to analyze data and issues, document findings, research and recommend required changes and coordinate and implement policies and procedures.

  • Ability to consult and work with all levels of staff within the Corporation and with external contacts on development activities.

  • Skill in demonstrating a professional approach including being goals and results orientated and a leader who displays initiative, integrity and enthusiasm.

  • Ability to carry out standard engineering computations, to prepare engineering cost estimates and to compile engineering data and statistics. 

 

Working/Other Conditions

 

  • Registered or eligible for registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan.

  • This role primarily involves office work, including extensive computer use and meetings. However, there will be some required site visits and inspections
