Position Summary

The Senior Indigenous Human Resources Advisor  is responsible for the development, delivery and review of HR policies, programs and services related to Indigenous diversity and inclusion. This role is a champion of organizational and human resource practices that are fair, culturally appropriate and inclusive.

This role develops partnerships with leaders at all levels of the organization to develop an understanding of the goals and challenges associated with recruiting and retaining Indigenous employees and works to help remove cultural and systemic barriers across the organization.

Key Duties & Responsibilities

  • Leads the development, implementation, and measurement of the City’s Indigenous Human Resources Policy. Works with leaders at all levels of the organization to build ownership and accountability for the plan.
  • Identifies Indigenous-related competency gaps within the organization.
  • Engages with the Indigenous community at large, Indigenous political organizations and other levels of government for the development and implementation of Indigenous HR initiatives.
  • Through research, this role identifies risks, obstacles, and issues in recruiting, retaining, and developing Indigenous employees and provides potential solutions, options and recommendations to eliminate the barriers
  • Provides leadership, expertise and recommendations to develop, enhance, and implement effective HR municipal policies, programs, services and/or other initiatives that address the needs of the Indigenous communit
  • Reviews HR policy, legislation, and related data and information and provides input and advice on direction to include Indigenous worldview.
  • Works with program areas to ensure the City delivers on its commitments outlined in kâ-nâsihtikawin (Indigenous Framework), MOUs (ex: FHQTC Protocol Agreement, First Nations University of Canada), the Truth and Reconciliation Commission’s Calls to Action, the City’s Official Community Plan, and other agreements and action plan.
  • Provides input and support to the development of the Indigenous Relations Department annual plan.
  • Provides input to a variety of public reports such as the City’s annual report, Community Action Plan, as well as reports to City Council or Committees as required.

Key Qualifications

  • Knowledge of the specific issues and challenges of the City of Regina as well as the broader municipal sector.
  • Knowledge of broader political landscape for Indigenous issues, legislation, trends, operations/design – including both provincial and federal levels.
  • Understanding of relationship management and external relations.
  • Knowledge of policy and strategy development.
  • Knowledge and understanding of Indigenous worldview, culture, and traditions.
  • Broad knowledge of all areas of human resources management, and the specific policies and practices of the City of Regina.
  • Experience leading diversity and inclusion programs and being a consultant and facilitator for internal teams on Indigenous worldview.
  • Broad knowledge of organizational design and development principles and practices in areas such as, workforce planning, leadership and executive development, performance management, and change management.
  • Understanding of provincial, national and international events, current and past, that shape our community and workplaces today. For example, the history and impact of residential schools, same sex marriages, immigration, refugees, etc.
  • Knowledge of program design and related performance indicators.
  • Knowledge of project management, including change management strategies.
  • Technical knowledge is used for program development and delivery.

Working/Other Conditions

  • There are no unusual working conditions associated with this role.
  • The work is performed primarily in an office environment.
  • There may be some requirement to attend off-site meetings and events.
