Position Summary
Are you a GIS expert who thrives on turning complex spatial data into real-world civic solutions? As our Senior Geospatial Technician, you will step into a pivotal leadership role within the Geospatial Solutions Branch. You won't just manage data—you will champion its quality, governance, and seamless integration to empower city planning, emergency response, and daily municipal operations.
Serving as the branch’s subject matter expert, you will mentor a talented technical team, spearhead innovative spatial standards, and bridge the gap between legacy records and modern digital transformation. Key Duties & Responsibilities
- Lead and champion data governance for spatial data across systems, ensuring consistency, accuracy, and compliance with internal standards and external regulations. Supports the creation and enforcement of data policies, roles, and ownership frameworks, including working with City’s different departments to establish and maintain effective Corporate GIS systems, standards, policies and procedures.
- Ensure data integrity and reliability by developing and applying quality assurance/control procedures, metadata protocols, and validation routines that support high-confidence decision-making and analysis; maintaining, updating checking and verifying infrastructure records (includes fixed items owned or maintained by the City such as road network and traffic systems, underground sewer and water lines, fiber optic lines, open park space, legal and ownership parcels) from information submitted by City crews, developers or other outside agencies
- Serve as a subject matter expert (SME) in geospatial technologies, infrastructure data, and spatial databases—offering expert guidance, resolving complex technical issues, and supporting strategic project delivery across departments; answering technical questions from other City departments, consultants or the general public.
- Mentor and support team development through structured knowledge transfer, onboarding support, and informal coaching. Leads peer reviews and promotes a culture of continuous learning and technical excellence, such as train and assist Geospatial Technician in the use of CAD and GIS technology, manual drafting and related work assignments.
- Implement and advocate for geospatial best practices, including SOP development, versioned data editing environments, change tracking protocols, and standardized CAD/GIS integration processes.
- Deliver advanced geospatial analysis and spatial intelligence to support strategic planning, operational decision-making, and reporting. Applies spatial statistics, predictive modeling, and geoprocessing to generate insights across various domains such as infrastructure, planning, and public services.
- Design and produce mapping intelligence products, such as multi-layered thematic maps, time-enabled visualizations, and interactive dashboards, tailored to different user audiences and business needs, such as capital works construction, new watermain or watermain replacement, domestic and storm sewer installation or replacement, roadway, walk and curb upgrading or redesign, alley profiles, etc.
- Collaborate on digital transformation and platform modernization by evaluating emerging GIS technologies, tools, and workflows, and aligning them with the organization’s goals for innovation and operational efficiency.
- Follow all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
- Completes searches, inputs data, validates data, manipulates data, and generates reports and lists from programs and applications
Key Qualifications
- Two-year diploma in GIS, CAD, Geomatics, Engineering Technology, or a related field, with eligibility for SASTT registration preferred.
- Minimum four years of experience in GIS and/or CAD, ideally within municipal infrastructure environments.
- Strong experience with both GIS and CAD software is highly valued, along with exposure to infrastructure mapping and engineering applications.
- Experience in mentoring, training, or providing technical leadership is an asset.
- Advanced knowledge of GIS, CAD systems, spatial databases, and geospatial technologies.
- Solid understanding of municipal infrastructure records, drafting standards, construction and surveying principles, and spatial data practices.
- Knowledge of data governance, quality assurance/quality control processes, metadata standards, and spatial data management.
- Familiarity with reporting tools, spatial analysis methods, and geospatial intelligence concepts.
- Working knowledge of Occupational Health and Safety legislation and safe work practices.
- Strong ability to lead geospatial data governance initiatives and support enterprise data standards.
- Proven ability to analyze and resolve complex technical GIS/CAD issues.
- Strong analytical thinking and problem-solving skills.
- Ability to interpret engineering drawings, technical plans, and specifications accurately.
- Excellent communication skills, with the ability to present technical information clearly to varied audiences.
- Ability to build and maintain effective working relationships across teams and stakeholders.
- Ability to mentor staff, share knowledge, and support team development.
- Strong organizational skills with the ability to manage multiple priorities and meet deadlines.
Working/Other Conditions
- Primarily office-based work using GIS/CAD tools with occasional field site visits.
- Requires prolonged computer use, attention to detail, and sustained concentration for data and mapping work.
- Involves managing multiple priorities with frequent interruptions and deadline-driven tasks.
- Regular collaboration and communication with internal teams, external partners, and the public.
- May involve occasional physical handling of equipment and exposure to field environments.
