Position Summary
This position performs professional engineering duties related to the City’s water, wastewater and drainage systems. This position performs system analysis, planning, program development and project design and management of infrastructure improvement projects. This position reports to the Manager of Sewer and Drainage Operations.
Key Duties & Responsibilities
- Conduct planning for the medium and long term improvements and growth of the water, wastewater and drainage infrastructure systems.
- Prepare Terms of Reference for proposed projects, reviews proposals and recommends appointment of engineering consultants.
- Supervise and direct employees supporting water, wastewater and drainage engineering including employment and labour relations activities such as recruitment, staff development, performance management and discipline.
- Manage and review the work of engineering consultants for studies, planning reports and capital projects.
- Provide technical and business solutions to water, wastewater and drainage systems problems.
- Assist in or directs technical employees on the preparation of design plans, specifications and cost estimates of various water, wastewater and drainage projects including contract management and administration.
- Initiate new programs and assists in carrying out existing programs in the Water, Wastewater and Drainage Engineering Section, involving water conservation, home flood protection, water loss reduction, etc.
- Direct computerized network modelling of the City’s water, wastewater and drainage systems.
- Approve expenditures and other transactions within limits of authority and takes necessary action to protect civic monies and assets against loss and waste.
- Represent the Department and participates in meetings of Committee of Council, other departments, public meetings and meetings with Consultants and Contractors.
- Initiate reports, letters and other documents in response to requests from Council, Committees, City Manager, other departments and the general public.
Key Qualifications
- University Engineering Degree such as Civil, Mechanical or Systems Engineering with a minimum of five (5) years professional engineering experience in a related field of municipal water, wastewater or drainage infrastructure.
- Knowledge of the principles and practices of engineering and the administrative elements of municipal water, wastewater and drainage systems.
- Knowledge of the principles of organization, supervision and administration and the ability to lead others and effectively apply these principles.
- Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act as they apply to this position and the ability to develop and ensure adherence to safety procedures within the Section.
- Demonstrated skill in project management, conducting presentations, communicating and selling ideas and in leading group discussion.
- Intermediate skill in MS Word, Excel and Access and the ability to develop expertise in the use of specialized software for modelling and design of water, wastewater and drainage systems.
- Ability to express ideas effectively, in oral and written form with particular emphasis being placed on the ability to prepare comprehensive reports for presentation to management and City Council and to communicate orally to large group audiences.
- Ability to plan and organize work assignments and co-ordinate the activities of others.
- Ability to work independently and develop initiatives and programs in response to the needs of the Section as well as corporate policies and goals.
- Ability to carry out standard engineering computations, to prepare engineering cost estimates and to compile engineering data and statistics.
Working/Other Conditions
- Registered or eligible for registration as a professional engineer in the Province of Saskatchewan.
- Must posses a valid Class Five (5) Driver’s License and a vehicle available for work usage. (A kilometre reimbursement is provided.)
