POSITION SUMMARY:

The City of Regina is seeking two (2) Senior City Planners. This position is responsible for leading, directing, and providing professional planning expertise to complex and politically sensitive planning studies, projects, development review processes, and assignments. The incumbent will exercise expert independent judgment, initiative, and decision-making authority to develop timely solutions to complex problems. Projects and assignments require a high degree of knowledge and the ability to identify and solve problems, interpret and analyze City bylaws and policies, and maintain effective contacts and relationships with elected and appointed officials, citizens, and the development community.


The Senior City Planner - City Revitalization, will report to the Manager of City Revitalization and will provide a coordinated focus on the zoning bylaw. This position will also supervise a functional business area or serve as a project team leader. The Senior City Planner – City Projects position is responsible for assisting the Manager of City Projects with major divisional and high-priority projects and, in some cases, acting as the lead under the Manager’s supervision. Both positions are accountable for providing leadership in the planning process. This position will be required to lead, supervise, and mentor technical and junior staff, while also working collaboratively with colleagues and consultants from a diverse range of professional backgrounds.


DUTIES AND RESPONSIBILITIES:
 

  • Develops and coordinates planning programs, including interpreting and applying complex policies and regulations.
  • Manages complex projects, develops policies, and provides planning recommendations for sensitive planning initiatives, including reviewing sector plans and the Official Community Plan.
  • Develops contracts, oversees consultants, and ensures projects are completed on time and according to contract terms.
  • Leads human resources activities, including recruitment, staff development, performance management, coaching, and employee relations.
  • Supervises staff and coordinates special projects.
  • Provides advanced planning advice in development review, city centre planning, and comprehensive planning.
  • Analyzes data and develops solutions that improve service delivery within the business area.
  • Assists in budget development and monitoring for the branch and department.
  • Builds and maintains relationships with elected officials, the development community, and citizens.
  • Collaborates with internal and external groups on major development projects.
  • Prepares and presents complex reports, policies, proposals, and briefs for senior management and committees.
  • Supervises land use policy studies, development applications, and prepares reports for senior management, City Council, and committees.
  • Reviews development submissions and advises on compliance with policies, regulations, and procedures.
  • Responds to inquiries from the public regarding civic bylaws, regulations, and municipal processes.
  • Represents the City in meetings with other governments, agencies, and community groups.
  • Acts as a liaison between internal departments, developers, consultants, and government officials.
  • Delivers presentations on development matters.
  • Initiates and coordinates policies and guidelines related to land use planning and development standards.
  • Researches emerging trends and best practices from other jurisdictions to enhance the department.
  • Adheres to Occupational Health and Safety Act and City of Regina Safety Manual.
  • Performs related tasks as required.
     

QUALIFICATIONS:

 

Knowledge, Abilities, and Skills:

 

  • Advanced knowledge of urban planning, sustainability, and neighbourhood planning.
  • Expertise in one or more planning disciplines such as urban design, affordable housing, or economic development.
  • Strong organizational, supervisory, and administrative skills.
  • Proven project management, facilitation, conflict resolution, and negotiation skills.
  • Ability to conduct complex research, analyze data, and provide recommendations.
  • Skilled in presenting complex, politically sensitive issues to various stakeholders.
  • Ability to exercise sound judgment and work within broad policies and guidelines.
  • Strong relationship-building skills with management, staff, applicants, and the public.
  • Ability to foster teamwork and display initiative, integrity, and enthusiasm.
  • Proficient in Microsoft Office and database applications.
  • Knowledge of Occupational Health and Safety Act and the ability to ensure safety compliance.

 

Education and Experience:
 

  • An undergraduate or Master’s Degree in city planning preferably from a CIP-accredited university planning program, combined with typically six (6) years of related professional planning experience in an urban municipality. Proven urban planning experience in a rapid growth environment is preferred.
  • Eligibility for membership in the Canadian Institute of Planners (MCIP) is required, and full membership is preferred. 
     

WORKING/OTHER CONDITIONS:
 

  • The position may require occasional site visits, and travel for project consultations.
  • Work is typically office-based but includes on-site work for development projects and community engagements.
  • The role involves managing complex, high-pressure projects with tight deadlines and significant decision-making responsibilities.
  • Collaboration with various professionals, including external consultants and government officials, is essential.
