NATURE OF WORK:

This position performs engineering duties related to the planning and design of the City’s transportation system. The individual leads and conducts engineering analysis, concept and functional design, and policy development while supporting the implementation and update of the Transportation Master Plan. This position reports to a Senior Engineer in the Integrated Engineering Services Branch.

 

DUTIES AND RESPONSIBILITIES:

  • Prepare conceptual and functional designs for transportation infrastructure projects.
  • Provide general engineering and analysis during the planning, development and design of transportation system capital and strategic planning projects.
  • Prepare Terms of Reference for proposed projects and review proposals for engineering services.
  • Manage and review the work of engineering consultants and contractors.
  • Review reports, drawings, specifications, and plans from internal branches, engineering consultants, and developers to make sure they meet City specifications.
  • Develop and manage projects and budgets.
  • Prepare technical and business reports for presentations, public responses, internal memos, and other documents.
  • Represent the Department and participate in meetings of Committee and Council, other departments, public meetings and meetings with consultants and contractors.
  • Perform related duties as required.

 

QUALIFICATIONS:

Knowledge, Abilities And Skills:

  • Knowledge of the principles and practices of engineering and planning of urban transportation systems.
  • Ability to operate specialized software (i.e. CAD, ArcGIS, EMME, SYNCHRO, and other transportation tools) for design, traffic engineering, travel modelling, and geographic analysis.
  • Knowledge of the principles of organization, supervision and administration and the ability to effectively apply these principles.
  • Demonstrated skill in project management, conducting presentations, communicating, and selling ideas and in leading group discussion.
  • Intermediate skill in MSWord, Excel and Access and the ability to develop expertise in the use of specialized software for analyses, data management, and communications.
  • Ability to express ideas effectively, in oral and written form, with particular emphasis being placed on the ability to prepare and present comprehensive reports to management, City Council, and the public.
  • Ability to plan and organize work assignments and co-ordinate the activities of others.
  • Ability to promote and adhere to the principles of teamwork including participation, shared responsibility, open communication, trust and mutual support and the establishment of continuing effective working relations with superiors, subordinates, members of City Council, contractors, suppliers, and the public.
  • Ability to work independently and develop initiatives and programs in response to the needs of the Branch as well as corporate policies and goals.
  • Ability to carry out standard engineering computations.
  • Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act as they apply to this position and the ability to develop and ensure adherence to safety procedures.

 

EDUCATION AND EXPERIENCE:

For Project Engineer:

  • A University degree in Civil or Systems Engineering, typically combined with a minimum of four (4) years engineering experience in a related field. Experience in the field of urban transportation planning, traffic engineering, and geometric design (including active transportation) preferred.

For Coordinator, Transportation Master Plan:

  • Typically, a bachelor’s degree in Civil/Transportation Engineering, Planning, Environmental Science or other relevant discipline and three (3) years of progressively responsible transportation planning or design experience. Any equivalent combination of education, training, and experience would be considered.

 

WORKING/OTHER CONDITIONS:

  • For the Project Engineer role, candidates must be registered or eligible for registration as a Professional Engineer in the Province of Saskatchewan.
  • Must posses a valid Class Five (5) driver’s license and have a vehicle available for work usage. (A kilometre reimbursement is provided.)

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
