Project Engineer or Coordinator, Water-Sewer Programming

NATURE OF WORK: 

The individual will lead and conduct water and wastewater system analysis to align our municipal infrastructure planning with City’s growth and housing strategies.  

DUTIES AND RESPONSIBILITIES: 

• Ability to carry out Project Management duties for a project from project inception to closure.  

• Interpret and analyze data, information, processes, programs and problems and develop options, solutions, improvements and recommendations. 

• Manage and review the work of engineering consultants and contractors. Prepare Terms of Reference for proposed projects and review proposals for engineering services. 

• Review reports, drawings, specifications, and plans from internal branches, engineering consultants, and developers to make sure they meet City specifications. 

• Manage projects, work programs and budgets, including contract administration. 

• Responsible for coordinating, consulting, negotiating, and collaborating with internal and external agencies and stakeholders. 

• Prepare technical and business reports for presentations, public responses, internal memos, and other documents.  

• Initiate, develop and conduct public consultation and information programs. 

• Maintain and operate specialized analysis software and be able to interpret results, produce reports (e.g. software involving water distribution modelling, water waster collection modelling and storm water modelling or capacity analysis). 

• Represent the Department and participate in meetings of Committee and Council, other departments, public meetings and meetings with consultants and contractors. 

• Perform related duties as required. 

QUALIFICATIONS: 

Knowledge, Abilities And Skills: 

• Knowledge of the principles and practices of engineering and planning of water, wastewater and stormwater systems.  

• Working knowledge of modeling tools  (i.e. WaterCAD (OpenFLows), InfoWorks, ArcGIS, and / or other pipe flow related modeling tools) for design, and collection/ distribution system wide capacity assessment. 

• Knowledge of the principles of organization, supervision and administration and the ability to effectively apply these principles. 

• Demonstrated skill in project management, conducting presentations, communicating, and selling ideas and in leading group discussion. 

• Intermediate skill in MSWord, Excel and Access and the ability to develop expertise in the use of specialized software for analyses, data management, and communications. 

• Ability to express ideas effectively, in oral and written form, with particular emphasis being placed on the ability to prepare and present comprehensive reports to management, City Council, and the public. 

• Ability to plan and organize work assignments and co-ordinate the activities of others. 

• Ability to promote and adhere to the principles of teamwork including participation, shared responsibility, open communication, trust and mutual support and the establishment of continuing effective working relations with superiors, subordinates, members of City Council, contractors, suppliers, and the public. 

• Ability to work independently and develop initiatives and programs in response to the needs of the Branch as well as corporate policies and goals. 

• Ability to carry out standard engineering computations. 

• Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act as they apply to this position and the ability to develop and ensure adherence to safety procedures. 

EDUCATION AND EXPERIENCE: 

For Project Engineer: 

• A University degree in Engineering, such as Civil, Mechanical or Environmental Systems, with a minimum of four years related engineering experience in the field of municipal water, wastewater, drainage and solid waste infrastructure. 

• Registered or eligible for registration as a professional engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan. 
  
   

For Coordinator,  Water & Sewer Programming: 

• A two (2) year Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Water Resources Technology with a minimum of five (5) years experience with water, wastewater and/or drainage infrastructure. 

• Must be registered with Technology Professionals Saskatchewan (TPS) as a Professional Technologist (P. Tech) or be eligible to obtain during probation period. 

WORKING/OTHER CONDITIONS: 

• Must posses a valid Class Five (5) driver’s license and have a vehicle available for work usage. (A kilometre reimbursement is provided.)

• Proof of education is required.
• Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
