Position Summary:
The City of Regina’s Environmental Services Branch is seeking a skilled Project Engineer with a focus on Landfill Gas Collection and Power Generation to join the team for a two (2) year term/secondment opportunity.
Reporting to the Senior Engineer, this role involves performing professional engineering duties including analysis, design, administration, and project management. The successful candidate will be responsible for managing landfill capital projects, overseeing the operation of landfill gas and leachate systems, and developing systems to ensure the maintenance and contractual obligations are met. With a strong background in municipal water, wastewater, drainage, and solid waste infrastructure, the ideal candidate will bring expertise in operating gas collection systems and large industrial equipment. This position offers a dynamic work environment with opportunities for professional growth, all while contributing to the optimization of Regina’s environmental systems.
Key Duties:
- Manage landfill capital projects, including supervising contractors, consultants, and staff.
- Oversee operations of landfill gas and leachate systems through a comprehensive management approach that balances risk, costs, and performance.
- Analyze and interpret complex data, information, processes, programs, and problems to develop options, solutions, improvements, and recommendations for optimizing the landfill, domestic sewer system, and drainage system.
- Develop systems to ensure maintenance and contractual obligations are met.
- Conduct field observations and troubleshoot complex mechanical systems.
- Provide after-hours support as needed to ensure continual operation of the landfill gas-to-energy system.
- Work with various City departments, divisions and groups to complete corporate projects and offer engineering expertise.
- Ensure all safety, rules, regulations and procedures as set out in the Provincial Occupational Health and Safety Act, the City of Regina Occupational Health and Safety Manual and standard operating procedures.
- Perform other related duties as required.
Key Qualifications:
- A University degree in Engineering, such as Civil, Mechanical or Environmental Systems, with a minimum of four (4) years of related engineering experience.
- Registered or eligible for registration as a professional engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan.
- Experience operating gas collection systems and large industrial equipment such as generators or compressors.
- Proficiency in current technology related to municipal infrastructure management and operations.
- Strong understanding of organizational, administrative, and supervisory principles, with the ability to apply them effectively.
- Advanced skills in computer applications, including Excel, PowerPoint, Word, and databases.
- Exceptional analytical and problem-solving abilities.
- Proficient in interpreting plans, specifications, bylaws, data, and trends.
- Knowledge of statistics and project management principles.
- Ability to work independently, prioritize tasks, and manage multiple projects simultaneously.
- Experience in developing budgets, proposals, plans, and programs.
- Strong oral and written communication skills.
- Proven ability to lead and influence others, resolve conflicts, and build consensus.
- Adept at building and maintaining effective working relationships both within the organization and with external stakeholders.
- Skilled in listening, understanding, and responding sensitively and appropriately.
- Capable of planning, coordinating, and directing the work of others.
Working/Other Conditions:
- Must possess a valid Class Five (5) driver’s license and have a vehicle available for work usage.
