Position Summary
The City of Regina is undertaking a significant Planning & Building Fee Review to modernize how permit and planning application services are funded and delivered. This project will establish a clear policy direction, build a sustainable long‑term financial model, and design updated fee structures that improve transparency, predictability, and accountability across the system.
We are recruiting a term (up to one year) Process & Performance Consultant to play a lead role on the operating side of this work. Reporting into the project team, this position will drive the core analysis and delivery of the project. This role will lead current state reviews, data analysis, and jurisdictional research which will support the development of financial and fee models. With support from our City Engagement team, the Process & Performance Consultant will plan and lead industry engagement with builders, developers, and partners. The role will also help translate analysis into clear recommendations and deliver final reports, documentation and implementation planning through to Council approval.
This is a hands-on opportunity to lead a complex, high-impact project that will shape how planning and building services are sustainably funded and delivered for years to come.
We are looking for a candidate who brings experience leading similar analytical and process improvement work, ideally within a public sector or development-related environment. The successful candidate will be comfortable working with complex data, and able to translate that analysis into clear, well-supported recommendations and reporting for senior leadership and Council.
Key Duties & Responsibilities
- Provides advanced project and business advice for the City Operations Division. Responsibilities may include planning, design, construction, asset management, monitoring, modelling, rehabilitation, maintenance, and investment strategies. Manages multiple major project budgets and expenditures.
- Leads complex operational and business improvement initiatives, including studies, projects, and programs. Analyzes data, processes, and issues to develop options, solutions, and recommendations. Prepares reports, contract documents, and presentations for Committees and Council.
- Collaborates with stakeholders, agencies, and internal committees to align initiatives with corporate strategy. Approves requisitions and expenditures within delegated authority. Oversees continuous improvement efforts, including scope, resources, timelines, risks, and reporting.
- Leads interdisciplinary project teams to implement program improvements and conducts research to assess effectiveness and performance. Builds professional partnerships and networks to support innovation and ensure alignment with industry developments. Performs other related duties as required.
Key Qualifications
Typically, the knowledge, abilities and skills are obtained through a university degree in Engineering, Business Administration, Management or a related field coupled with a minimum five (5) years senior level experience in project management and business/program review or related. A combination of relevant experience and education will be considered. Consultation and facilitation experience is preferred.
The following would be considered assets:
- Experience leading or supporting complex financial, fee, or cost-recovery reviews, ideally in a municipal or public sector environment.
- Strong understanding of financial or economic analysis, including modelling, forecasting, or long-term financial planning.
- Experience designing and leading stakeholder or industry engagement processes.
- Demonstrated experience preparing complex reports and recommendations for senior leadership and/or Council or Board-level decision-making.
- Formal project management training or certification, or significant experience managing complex, multi-phase projects.
