Position Summary

Play a key role in the daily operation and success of the City’s parking enforcement program by providing expert traffic bylaw interpretation, coordinating enforcement resources, and supporting investigations related to parking tickets, reviews, and customer concerns.

Key Duties & Responsibilities

  • Provides technical advice and interpretation of bylaws and regulations for the general public, enforcement personnel, field staff, and various City departments on matters relating to the effective administration and compliance of The Traffic Bylaw No. 9900 and related provincial statutes, ensuring consistency, accuracy, and impartiality in application.
  • Communicates and directs bylaw interpretation and associated activities to enforcement personnel by telephone, two-way radio, and call tracking software for the parking enforcement program.
  • Responds to complex and technical inquiries relating to all parking services across all customer contact channels (in person, telephone, mail, fax, and email), both verbally and in written form.
  • Prepares and supplies the City’s Prosecutors Office with parking infraction evidence, including written documentation, photographs of violations, notes, and any other information gathered.
  • Completes the parking ticket review process, including gathering and reviewing evidence; making decisions pertaining to the validity of parking tickets; preparing correspondence; and, when applicable, explaining the rationale of the decision to customers.
  • Administers the vehicle impound/seize/immobilization program, responds to inquiries, and conducts database searches.
  • Administers the private ticket writing program, enters tickets, responds to inquiries, and assists in the completion of forms (including University of Regina).
  • Administers the parking permit program, issues permits, oversees renewals, and responds to inquiries.
  • Administers dispatches, service request reports, and call-backs.
  • Initiates and responds to inquiries regarding collections, sets up payment plans, and identifies problem accounts.
  • Monitors office supply inventory and requisitions and purchases supplies within limits of established authority (p-card, blanket agreements, and/or general stores).

Key Qualifications

  • Completion of secondary school or equivalency, supplemented by introductory courses in public administration, business administration, public relations, and/or enforcement.
  • Valid Class 5 Driver’s License.
  • Minimum of eighteen (18) months of previous and on-the-job experience in a municipal parking environment, municipal front-line customer service environment, or diverse enforcement environment, including experience handling high-stress and confrontational situations.
  • Knowledge of traffic bylaws, rules, processes, and procedures.
  • Knowledge of data entry, office administration processes, and customer/client services.
  • Knowledge of the specific branch as well as broader divisions/departments and their interrelationships for project and service delivery.
  • Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards.
  • Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices.
  • Provides customer service where messages and responses may be met with frustration, rudeness, or emotional reactions.Responds to escalated complaints and confrontational situations.
  • Explains and exchanges bylaw, technical, administrative, and process-related information, as well as policy and procedure information.

  • Exposure to stressful experiences/interaction with customers/clients who are upset, angry, and/or emotionally charged, on a regular basis.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
