POSITION SUMMARY:
This position is responsible for the management of the Neighbourhood Centre(s) and uses a community development approach in the development of partnerships and implementation of a variety of social, cultural, athletic, and leisure programs. These programs complement those of zone boards, community associations, and target groups to meet the needs of the community.
DUTIES AND RESPONSIBILITIES:
- Ensure proper control and utilization of facilities by users by scheduling designated spaces so that facilities are active, well-used, and provide maximum value and benefit to the community.
- Develop and maintain good working relationships with the general public, zone boards, community associations, community groups, user groups, schools, and other civic departments.
- Facilitate the development and delivery of community-based sport, culture, and recreation programs within the neighbourhood by collaborating with zone boards, community associations, community groups, and City of Regina employees and departments to develop program formats and content, recruit instructors, advertise, and evaluate the effectiveness of the programs.
- Develop, implement, coordinate, and evaluate direct programming sponsored by the City of Regina to meet a recognized need or gap in community services, based on priorities determined through internal and external consultation and planning processes.
- Approve requisitions, expenditures, and other transactions within the limits of authority, and take necessary actions to protect civic assets against loss and waste.
- Provide input in the preparation and monitoring of annual operating expenditures and revenues.
- Hire, train, supervise, and evaluate the performance of casual staff.
- Manage the administration and operation of the neighbourhood centre(s), including responsibilities such as financial transactions, special events, and maintaining inventory of equipment and supplies.
- Participate in the development and review of policies and procedures, public relations material promoting programs and facilities, and committees and working groups such as Occupational Health and Safety, as assigned.
- Perform related work as required.
QUALIFICATIONS:
Knowledge, Abilities, and Skills:
- Knowledge of the philosophy, benefits, theory, processes, and administration of sport, culture, and recreation programming and development, including current standards, trends, needs, and evaluation principles and methods.
- Knowledge of and ability to apply basic processes involved in managing a facility and programs.
- Knowledge of corporate and departmental policies and procedures required to effectively administer direct recreation program services and manage human resources.
- Knowledge and understanding of target populations (e.g., Indigenous peoples, persons with disabilities, immigrants, youth, seniors, and individuals facing socio-economic barriers).
- Knowledge of occupational health and safety legislation and ability to implement safe procedures, including those specific to the centre.
- Knowledge of the operation of equipment specific to the assigned facility.
- Knowledge of the composition, demographics, and needs of the community accessing the programs and services.
- Knowledge of booking policies and how to integrate programming and allocate space in shared-use facilities.
- Ability to manage and use the security system at assigned facility(ies) to support participant and rental group access and signage.
- Ability to use software such as Office 365 and Active Net software for facility bookings and program registration.
- Demonstrated skill in applying the program planning cycle, including needs assessment, program design, implementation, and evaluation.
- Ability to communicate effectively in oral and written form to various audiences, including public presentations, reports, and training materials.
- Ability to supervise casual staff, including recruitment, performance evaluation, training, and team building.
- Ability to establish and maintain effective working relationships with peers, supervisors, volunteers, elected officials, and the public.
- Ability to interpret union agreements and address staffing issues appropriately.
- Ability to research, analyze data, and prepare reports.
EDUCATION AND EXPERIENCE:
Typically, the knowledge, skills, and abilities required are obtained through completion of a two (2) year diploma in Recreation Studies, or related discipline from a recognized institution, combined with a minimum of two (2) years of experience, including:
- Community development processes and working with a variety of community groups.
- Developing, implementing, and evaluating community-based programs.
- Basic processes involved in managing a centre(s).
WORKING / OTHER CONDITIONS:
- Must possess a valid Standard First Aid Certificate and CPR Level C.
- Will be required to work non-standard hours, including evenings and weekends.
- Must have the means and ability to travel within the City of Regina (a travel allowance is provided).
