NATURE OF WORK:

This position is responsible for the management of the Neighbourhood Centre(s) and uses a community development approach in the development of partnerships and implementation of a variety of social, cultural, athletic and leisure programs that compliment those of zone boards, community associations and target groups that meet the needs of the community.

DUTIES AND RESPONSIBILITIES:

  • Ensure proper control and utilization of facilities by users by scheduling designated spaces so that facilities are active and well-used and provide maximum value and benefit to the community.
  • Develop and maintain good working relationships with the general public, zone boards, community associations, community groups, user groups, schools, and other civic departments.
  • Facilitate the development and delivery of community-based sport, culture and recreation programs within the neighbourhood by collaborating with zone boards, community associations, community groups, and City of Regina employees and Departments to develop program formats and content, recruit instructors, advertise, and evaluate the effectiveness of the programs.
  • Develop, implement, coordinate, and evaluate direct programming sponsored by the City of Regina to meet a recognized need or gap in service in the community based on priorities determined through internal and external consultation and planning processes.
  • Approves requisitions, expenditures and other transactions within the limits of authority and takes necessary actions to protect Civic assets against loss and waste.
  • Provides input in the preparation and monitoring of annual operating expenditures and revenues.
  • Hire, train and supervise, evaluates the performance of casual staff.
  • Manage the administration and operation of the neighbourhood centre(s) including responsibilities such as financial transactions within the limits of authority, to protect Civic assets against loss and waste, developing and supervising special events, maintaining an inventory of equipment and supplies, etc.
  • Participate in the development and review of policies and procedures, public relations material promoting programs and facilities, committees and working groups such as Occupational Health and Safety, as assigned.
  • Perform related work as required.

QUALIFICATIONS:

Knowledge, Abilities and Skills:

  • Knowledge of the philosophy, benefits, theory, processes and administration of sport, culture, and recreation programming and development including current standards, trends, needs, and evaluation principles and methods applicable to program planning, targeted populations and community development.
  • Knowledge of and ability to apply basic processes involved in managing a facility and programs.
  • knowledge of corporate and department policies and procedures required to effectively administer direct recreation program services and to manage human resources.
  • Knowledge and understanding of target populations, i.e., people of Aboriginal descent, people with disabilities, immigrants, youth, seniors, and people who experience socio-economic barriers.
  • Knowledge of occupational health and safety legislation and requirements and ability to implement healthy and safe procedures, including those centre specific procedures.
  • Knowledge of the operation of equipment specific to assigned facility
  • Knowledge of composition, demographics, needs of the community in which the centre is located and those that access programs and services.
  • Knowledge of specific booking policies and how to integrate programming and allocate space in situation when the building is shared with other stakeholders may be required dependent on the specific facility assigned.
  • Ability to manage and work with the security system at the assigned facility(s) to gain entry for program participants and/or rental groups and display information on signage.
  • Ability to use various computer software programs such as Word, Excel, and CLASS software for facility bookings and program registration.
  • Demonstrated skills in the application of the program planning cycle including needs assessment and program design, implementation and evaluation.
  • Ability to communicate ideas and concepts effectively in oral and written form to a variety of audiences including formal public presentations, written reports, and the development and delivery of training materials.
  • Ability to supervise casual staff including selection, performance assessment, training, and team building.
  • Ability to establish and maintain effective working relationships and to work cooperatively with staff peers, supervisors, volunteers, elected officials, and the public.
  • Ability to interpret local union agreements and effectively deal with staffing issues that arise.
  • Ability to research and analyze data and prepare reports.

EDUCATION AND EXPERIENCE:

Typically, the knowledge and skills and abilities required are obtained through completion of a two (2) year diploma in Recreation Studies from a recognized institution combined with a minimum of two (2) years of experience which includes:

  • community development processes and working with a variety of community groups.
  • experience in developing, implementing and evaluating community-based programs.
  • experience in the basic processes involved in managing a centre(s).

WORKING / OTHER CONDITIONS:

  • Must have possess a valid Standard First Aid Certificate and CPR Level C.
  • This employee will be required to work non-standard hours, evenings and weekends.
  • Must have the means and ability to travel within the City of Regina (a travel allowance is provided).
  • Must complete a Criminal Record Check.
