Position Summary: 

The City of Regina is seeking an innovative and strategic leader for the role of Manager, Public Engagement and Research. In this position, you will design and execute transformative public engagement strategies that enhance the City’s reputation, strengthen relationships with community partners, and ensure residents' voices are at the forefront of decision-making.

Reporting to the Director of Strategic Communications and Customer Service, you will cultivate collaboration and build trust among stakeholders and the public. Your leadership will drive initiatives that address Regina's diverse needs, ensuring the City's programs and services effectively resonate with and benefit the community.

Additionally, you will lead a team to implement innovative approaches to public and stakeholder engagement and contribute to the City’s overall strategic goals.

 

Key Responsibilities:

  • Develop and implement innovative public engagement strategies that align with the City’s vision and strategic goals.
  • Build and sustain productive relationships with stakeholders, community groups, and the public to ensure transparency and trust.
  • Establish and oversee robust research methodologies to gather, analyze, and interpret qualitative and quantitative data, providing actionable insights that inform the City's programs, services, and strategic direction..
  • Oversee public consultations, forums, and other outreach activities that effectively address community concerns and interests.
  • Provide expert guidance to City leaders on stakeholder engagement and communication best practices.
  • Monitor public sentiment and analyze feedback to continuously improve engagement initiatives.
  • Manage the budget and resources for engagement activities, ensuring efficient allocation and reporting.
  • Develop policies and procedures that standardize and enhance public engagement practices.
  • Supervise and mentor a dedicated team, fostering a culture of excellence and collaboration.
  • Stay informed on public engagement trends and best practices to drive continuous improvement.

 

Key Qualifications:

  • To be successful in this role, you will need a degree in Communications, Public Relations, Marketing, or a related field, coupled with several years of progressive experience in public engagement, stakeholder relations, or community outreach.
  • Certified Public Participation Professional (CP3) is considered an asset.
  • At least five (5) years in a leadership or managerial role.
  • Experience in municipal government or public sector environments is considered a strong asset.

  • Strong leadership and mentoring skills to build and sustain a high-performing team.
  • Exceptional communication skills, both written and verbal, for diverse audiences.
  • Ability to cultivate and maintain relationships with stakeholders, community groups, and media professionals.
  • Ability to create and implement comprehensive research plans that align with organizational goals and support evidence-based decision-making.
  • Expertise in designing and implementing creative engagement strategies that drive positive outcomes.
  • Analytical skills to assess public sentiment and use data to inform decision-making.
  • Proficient in managing budgets, resources, and performance metrics.
  • Knowledge of local government operations, policies, and regulatory frameworks.
  • Skilled in conflict resolution and consensus-building in complex stakeholder environments.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
