The success of the Financial Services team at the City of Regina will be achieved though collaborative, transparent and integrative solutions in a fast paced and evolving environment. We are seeking a permanent Manager, Public Accounting & Reporting, reporting to the Director of Financial Services. The successful candidate will possess proven influential leadership abilities combined with a sound knowledge and extensive experience with financial management practices and processes.
Manager, Public Accounting & Reporting Role:
- Provide leadership and stewardship of the City’s financial, operational, and special initiatives.
- Take ownership of stakeholder relationship management and financial management and internal control systems.
- Lead, mentor, develop a diverse team of professional Financial Analysts and Policy Advisors, as well as other staff with multiple, competing priorities in a supportive and inclusive environment.
- Ensure legislated public reporting requirements are met, including the Annual Report and Public Accounts.
- Supporting the Director and team with workflow process improvements
- Provide advice and direction related to accounting standards and developing related policies, procedures and internal controls.
- Lead corporate financial audits and other provincially legislated audits.
- Development, implementation, upgrade and integration, access and management of corporate financial systems.
- Research, develop, implement, monitor, new accounting standards that impact financial policy and support City service partners.
- Responsible for financial compliance/internal reviews; performance data management, benchmarking/statistical reporting, Municipal Benchmark Network Canada and related work.
Qualifications & Experience:
Successful candidates who have obtained a Chartered Professional Accountant designation should bring ten years of increasingly responsible strategic management experience. This experience will include 3-5 years of supervisory/management experience leading teams of financial professionals. Superior communication skills with high attention to detail in a continuously improvement environment will ensure continued success. Candidates will also bring a familiarity of all accounting procedures have the ability to manage daily financial transactions end-to-end. Candidates will have advance MS office knowledge and have experience with Oracle based financial systems, WAM & M5 is an asset.
