The City of Regina has an exciting opportunity for a dynamic leader who would like to join our Financial Services Department management team. Reporting to the Director of Financial Services, the Manager, Public Accounting & Reporting, provides leadership and steward ship of the City’s operational and program planning, stakeholder relationship management, and financial management.
How You’ll Spend Your Time
You will lead and mentor a diverse team of professional Financial Analysts and Policy Advisors, as well as other staff with multiple, competing priorities in a supportive and inclusive environment. This team is responsible for:
- Ensuring legislated public reporting requirements are met including the Annual Report and Public Accounts
- Providing advice and direction related to accounting standards and developing related policies & procedures and internal controls.
- Leading corporate financial audits and other provincially legislated audits.
- Implementing, maintaining, and managing corporate financial systems and access to those systems and provide input into upgrading of existing or development of new systems that may integrate into those systems.
- Researching, planning, implementing, monitoring, and providing guidance on financial policy and new accounting standards to internal stakeholders and support as needed to service partners.
- Monitoring and maintaining internal control systems.
- Financial compliance/internal reviews; performance data management, benchmarking/statistical reporting including acting as the Financial Advisory Panel expert for Municipal Benchmark Network (MBN) Canada and related work;
- Establishing working relationships with internal stakeholders across the corporation as well as multiple external stakeholders related to the areas of responsibility.
Additionally, as a member of the Department’s management team, there will be opportunities to contribute to the City by leading and participating in Department or City-wide projects and special initiatives.
Knowledge & Experience
We are seeking a results-oriented individual who is easily adaptable to change to contribute to the success of the Financial Services management team through collaborative and integrative solutions in a fast paced and evolving environment. Our candidate of choice will possess proven leadership abilities combined with a sound knowledge and extensive experience with financial management practices and processes. This individual will bring several years of increasingly responsible strategic management experience including program and service review, development, and delivery; policy development; business planning; budgeting; and performance measurement. Finally, superior communication and interpersonal skills are necessary to establish and maintain effective partnerships and working relationships with stakeholders within the City and external stakeholders, such as other level of government and service partners.
Our ideal candidate will have a professional accounting designation and/or a graduate degree in business administration or related field. In addition, this individual will have several years of experience in management having provided high quality leadership with an ability to performance manage.
