Position Summary:
The Manager, Community & Cultural Development is responsible for the management of the Community & Cultural Development Branch within the Department of Recreation & Cultural Services. Reporting to the Director of Recreation & Cultural Services, this role provides leadership for Cultural Development, Community Investments, and Community Capacity Building portfolios.
This includes:

Oversight of civic art collection, public space activation, public realm projects, community associations support, cultural facilities, spaces, and programs.

Management of the City’s community investment grants program.

Strategic planning, budgeting, resourcing, and partnership development.
-
Participation in departmental and City-wide projects and special initiatives.
Key Duties & Responsibilities:
Operational Planning
-
Contribute to Departmental long-term planning and broader annual plans.
-
Lead the development and implementation of Branch annual operational plan.
-
Set objectives, service levels, and performance targets.
-
Ensure policies, systems, and procedures are developed and implemented.
-
Undertake research to develop programs, services, policies, and procedures.
Financial Management
-
Lead Branch budget development.
-
Ensure timely and accurate forecasting and analysis of expenditures; develop mitigation strategies as needed.

Align financial management practices with City standards and develop Branch-specific practices if required.
-
Approve procurement and business cases.
Stakeholder Relationship Management
-
Provide advice and guidance to senior City leaders.
-
Meet with community representatives, partners, and other stakeholders to plan programs and resolve service issues.
-
Respond to escalated service complaints related to policy, programs, and services.
-
Negotiate and coordinate leases, licenses, contracts, agreements, and partnerships.
-
Prepare briefing notes and media communication strategies for politically sensitive or community-based issues.
Human Resource Leadership
-
Develop annual Branch-wide workforce plan focusing on capacity and competency needs.
-
Provide direct leadership, mentoring, training, and coaching of supervisors, coordinators, and other staff.
-
Conduct all-staff sessions and performance planning (goal setting, review, assessment).
-
Monitor Branch culture and productivity and intervene when necessary.
-
Lead Branch-specific employee/labour relations issues, including grievance and arbitration processes.
-
Ensure adherence to collective agreements.
Risk Management
-
Ensure Branch policies, procedures, and practices are maintained and adhered to.
-
Monitor and report on performance targets.
-
Identify operational risks and develop recommendations/action plans.
-
Lead corporate safety initiatives and promote a safety-focused culture.
Operational Accountabilities

Review and evaluate cultural development plans; assign/reallocate resources based on priorities.

Lead development and evaluation of cultural programs aligning with corporate priorities and customer service strategy.
-
Lead development and implementation of the Regina Cultural Plan in alignment with the Official Community Plan.
-
Participate in stakeholder discussions addressing social issues, including housing and homelessness.
-
Evaluate facility infrastructure to ensure community needs are met; recommend changes as necessary.

Manage heritage and housing portfolios and programs.
Knowledge
-
Core management practices including program/service delivery models, policy development, planning, budgeting, performance measurement, and human resources.

Understanding of departmental and broader City operations, trends, and challenges.

Knowledge in community development models, social issues, funding programs, legislation, City by-laws, and policies.

Knowledge of operational planning, budgeting, supervision, cultural development issues, needs identification processes, and communication/facilitation techniques.

Knowledge of implementing processes, programs, and managing day-to-day operations of the Community & Cultural Development Branch.

Key Qualifications:
-
Degree in Public Administration, Arts Management, Recreation, Community Development, or related field.
-
Minimum 5–7 years senior management experience in community/cultural development or municipal services.
-
Knowledge of community development, cultural development, social issues, funding programs, legislation, and City policies/by-laws.
-
Strong operational planning, budgeting, financial management, and HR knowledge.
-
Excellent leadership, mentoring, coaching, performance management, communication, negotiation, facilitation, and change management skills.
-
Proven ability to build relationships with diverse stakeholders, including government, community organizations, and citizens.
