Position Summary
Under the supervision of the Trades Coordinator, Carpentry, this employee supervises an assigned Trades area consisting of other Journeypersons and tradespersons of the same trade qualification. An employee in this class is responsible for all the activities of his area including construction, repair and maintenance activities; working planning and scheduling; specification input; supervision of subordinates; and inspection/certification of work performed. In addition, the employee will also perform Journeyperson level work; prepare cost estimates; requisition supplies; prepare sub-contracts; keep records; and prepare reports. The Coordinator is available, as required, to provide or clarify technical details, oral or written instructions, work priorities, schedules, plans and specifications. Work performance is evaluated through consultations, inspections, cost reviews and feedback from field personnel.
Key Duties & Responsibilities
- Plans, schedules, assigns and supervises the work of subordinate Journeypersons and tradespersons performing facilities trades repair, maintenance and construction tasks on municipal buildings, facilities and structures.
- Checks work in progress and upon completion for adherence to provincial codes, city bylaws and standard trade practices.
- Inspects contract work to ensure adherence to plans and specifications, and observance to safety practices and policies.
- Requisitions supplies, materials, equipment and personnel required to complete tasks and projects; takes or ensures the taking of inventory; prepares employee time sheets; maintains costs records; writes and presents reports.
- Monitor expenditures; provides explanations for variances and deviations from expected expenditures.
- Performs the work of subordinates, as required; locates diagnoses and deals with problems that subordinates cannot resolve.
- Prepares work schedules; determines personnel requirements; estimates materials, supplies and equipment needed for completion of approved projects.
- Provides input into the hiring and assigning of workers; recommends or initiates personnel actions; maintains personnel and attendance records; disciplines, as required.
- Trains or arranges for the training of workers; explains rules, regulations and policies.
- Coordinates the work activities of the assigned area with others and confers with superiors and co-workers to avoid conflicts.
- Recommends measures to improve work methods, equipment performance, quality of service, and working conditions.
- Reads and interprets drawings, plans, sketches and diagrams.
- Follows all rules and regulations as set out in the Provincial Occupational Health and Safety
- Act and the City of Regina Occupational Health and Safety Manual.
- Performs related work as required.
Key Qualifications
- Completion of Grade twelve (12) and Journeyman Certification in the related trade area.
- Four (4) to Five (5) years related Journeyperson experience, including supervisory experience.
- Thorough knowledge of the standard methods, materials, tools and equipment relevant to the assigned trade.
- Considerable knowledge of the applicable bylaws, codes and regulations.
- Knowledge of the general rules and regulations of the Provincial Occupational Health and
- Safety Act and the City of Regina Occupational Health and Safety Manual.
- Ability to understand and execute oral and written instructions.
- Ability to supervise and train subordinates.
- Ability to plan and schedule projects to ensure timelines are adhered to.
- Ability to keep accurate records of labour, equipment and material used.
- Ability to follow and enforce all safety rules and regulations.
- Ability to inspect and assess work quality.
- Ability to establish effective working relationships as necessitated by work assignments.
- Skill in the use of tools and equipment related to the assigned trades area.
Additional Requirements:
- May be required to work shift work and is subject to call-out when a problem arises in his/her field of expertise.
- The employee will be expected to provide a standardized set of tools for the trade.
- Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
- Proof of education is required.
- Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
