Position Summary

 

The City of Regina is seeking an experienced HR Consultant – HR Systems & Analytics to lead and optimize HR technology platforms and analytics capabilities across the organization and its subsidiaries. This position plays a critical role in ensuring accurate configuration, compliance, and data integrity within multi-ERP environments, while driving workforce insights that inform strategic decisions.

Key Duties & Responsibilities

 

  • Provide strategic leadership for HR technology operations and analytics.
  • Oversee HRMS modules and integrations across corporate and subsidiary entities
  • Supervise a team of highly skilled HR Business Analysts. 
  • Lead HR technology projects, including requirements gathering, testing, implementation, and post-implementation support.
  • Prepare and present workforce analytics and dashboards to senior leadership.
  • Manage vendor relationships, prepare RFPs, participate in contract evaluations, and oversee billing and service delivery.
  • Ensure compliance, risk mitigation, and governance for all HR systems and reporting.
  • Research and recommend updates or changes to the HRMS to meet evolving business needs.
  • Oversee design, configuration, testing, and implementation of HR modules and applications within Oracle E-Business Suite (EBS), SAP SuccessFactors, or similar ERP platforms.
  • Lead policy and procedure development related to HRMS and consult with business leaders on system needs.
  • Represent HR on committees and working groups, providing subject matter expertise on HRMS and analytics.

Key Qualifications

 

  • Post-secondary degree in Human Resources, Business Administration, Information Systems or related field; equivalent experience may be considered.
  • Extensive knowledge of HRMS/ERP systems, including technical, administrative, legislative and compliance aspects.
  • Strong understanding of HR analytics and ability to interpret data for strategic insights.
  • Strong knowledge of project management principles including change management.
  • Proven experience in people leadership and team development.
  • Knowledge of collective agreements and HR policies.
  • Excellent communication and interpersonal skills for consulting and collaboration across the organization.
  • Ability to identify risks, analyze complex problems, and develop innovative solutions.
  • Experience working with HRMS or ERP platforms such as Oracle E-Business Suite (EBS), Oracle HCM, SAP SuccessFactors, Workday, PeopleSoft, or similar systems.
  • Proficiency in data visualization and reporting tools such as Power BI, or equivalent analytics platforms.
