Position Summary

 

The Human Resources Consultant, Organizational Well-being, plays a key role in developing, delivering, and enhancing programs that strengthen organizational culture, employee experience, and leadership effectiveness. This position partners closely with leaders across the organization to understand operational goals, identify challenges, and implement people-focused solutions related to organizational design, job design, employee engagement, succession planning, learning and development, change management, psychological safety, and performance management.

As a subject matter expert within the City’s Centre of Expertise, the HRC provides trusted advisory support, collaborates across teams, and designs innovative programs – including blended and digital learning solutions - that contribute to a healthy, high-performing workforce.

Key Duties & Responsibilities

 

  • Lead the design, development, implementation, and continuous improvement of core Organizational Well-being programs.
  • Conduct organizational needs assessments to identify development gaps and opportunities for innovative HR programs and solutions.
  • Assess the effectiveness of existing programs and recommend data-informed enhancements.
  • Provide subject matter expertise, consulting, and advisory services to leaders on organizational effectiveness issues.
  • Support leaders in applying effective change management strategies to improve team and organizational performance.
  • Develop and deliver training for leadership on HR programs, organizational culture, and well-being initiatives, utilizing a variety of delivery methods including in-person, virtual, and e-learning formats.
  • Design and develop learning resources and digital learning content using adult learning principals and instructional design best practices.
  • Support and optimize the use of the organizations Learning Management System (LMS), including course creation, content updates, user support and reporting.
  • Facilitate workshops and discussions to support goal setting, problem-solving, and the implementation of organizational solutions.
  • Conduct surveys and assessments to identify employee well-being needs and advocate for supportive practices across the organization.
  • Participate in committee work, collaborate with external service providers, and contribute to the Branch’s annual planning.
  • Provide guidance, support, and coaching to leaders, HR Business Partners, and employees on workplace culture, team effectiveness, and people-related challenges.

Key Qualifications

 

  • Strong knowledge of human resources principles, practices, and legislation, including experience applying collective agreements.
  • Specialized expertise in areas of Organizational Well-being, such as workforce planning, leadership development, coaching, performance management, change management, diversity and inclusion and/or employee engagement.
  • Demonstrated experience and delivering learning initiatives, including familiarity with instructional design methodologies and digital learning platforms.
  • Experience working with Learning Management Systems (LMS) and/or e-Learning development tools is considered an asset.
  • Demonstrated ability to analyze complex issues, interpret data, and develop innovative solutions aligned with organizational priorities.
  • Excellent communication, facilitation, and relationship-building skills, with the ability to influence and collaborate across all levels of the organization.
  • Proven ability to support leaders through change, build consensus, and navigate sensitive or politically complex issues.
  • Experience designing, implementing, and evaluating HR programs, including policy development and performance measurement.
