Position Summary

This Front-End Developer and Web Strategist position is responsible for maintaining the City of Regina websites, including Regina.ca, other internal and external sites, and will consult on the Tourism Regina website as well. This role will focus on front-end development of site accessibility, Search Engine Optimization (SEO), Search Engine Marketing (SEM), content review and approval, as well as analyzing site traffic to optimize user experience. This candidate will be detail-oriented with excellent communication skills, verbal and written. An analytical mind with a technical background is essential. This position reports to the Digital Strategy Advisor in the City’s Communications and Engagement department.

Key Duties & Responsibilities

  • Overseeing both external and internal websites, including Regina.ca and the City’s intranet, and ensuring proper cybersecurity is in place.
  • Consulting on externally managed/hosted websites, including Tourism Regina.
  • Conduct regular audits of our websites.
  • Work with Communications team to publish content, approving or rejecting changes and additions based on predetermined criteria.
  • Analyze content for appropriate use of keywords and metadata for effective SEO.
  • Ensure site is compliant with modern accessibility standards (WCAG AA).
  • Work with Marketing team to implement SEM using tools such as Google Ads.
  • Use experience with Google Analytics (and similar tools) to create reports and recommendations for content improvement.
  • Ensure site adheres to Corporate Identity and Style Guides.
  • Troubleshoot issues and user feedback and escalate matters as needed.
  • Perform quality assurance such as fixing broken links, policy violations and related testing.
  • Help bridge the gap between IT and Communications to ensure excellent user experience.
  • Monitor website to ensure uptime and work with IT in the event of planned or unplanned downtime.
  • Test for performance issues such as page load speeds, etc.
  • Demonstrate leadership and initiative in sharing technical expertise with other team members and contribute to the effectiveness of internal clients through leadership, guidance and training.
  • Perform duties in adherence to established standards and procedures.
  • Perform related duties as required.

Key Qualifications

  • The knowledge, skill and abilities required are obtained through a University bachelor’s degree in computer science or business (Marketing, Communications) or related field. Experience in web development required.
  • 2–4 years progressive experience in a digital communications role.
  • Proficient in HTML, CSS, JavaScript and Python.
  • Proficient in Responsive Web Design.
  • Expertise and experience with SEO, SEM, content management systems, Google Analytics, Search Console, etc.
  • Excellent written and verbal communication skills.
  • Knowledge of current project management standards and procedures.
  • Ability to have intense attention to detail.
  • Ability to understand and respond to coaching and direction from more senior staff.
  • Ability to work effectively on teams.
  • Ability to solve problems and think logically.
  • Ability to plan and schedule tasks and work within deadlines.
  • Ability to maintain effective relations with team.
  • Ability to work effectively with limited supervision.

Working/Other Conditions

  • Public Relations experience considered an asset.
  • Municipal Government experience considered an asset.

Technologies:

  • WordPress experience is required.
  • Experience with Google products, including Analytics, Tag Manager, Search Console, and Ads, is required.
  • Experience with Meta Business Suite, including Ads, is required.
  • Experience using Open CMS and Site Improve are considered assets.

Additional Requirements:

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
