Position Summary

 

The Financial Business Partner (Financial Systems Management & Operations) provides strategic financial advisory services to senior leadership and assigned departmental portfolios. The role supports budget development, financial planning, accounting processes, and financial management reporting to ensure effective decision-making and long-term financial sustainability. The position acts as a key liaison between operating departments and corporate financial systems, delivering financial analysis, modelling, and operational support while ensuring compliance with municipal accounting standards and legislative requirements. The role also leads work units responsible for budget and accounting services and supports strategic initiatives, financial reporting, and stakeholder collaboration across the organization.

Key Duties & Responsibilities

 

  • Provide strategic financial advice and analysis to support departmental planning, budgeting, and operational decision-making.
  • Support the development and monitoring of operating and capital budgets, including business case development and capital accounting oversight.
  • Develop financial models and conduct in-depth financial analysis to improve financial performance and support long-term financial planning.
  • Prepare regular and ad-hoc financial management reports, including variance analysis and capital carry-forward reporting.
  • Participate in business planning with operating areas to evaluate service changes, financial impacts, and resource requirements.
  • Provide financial support for collective bargaining by costing proposals for the City’s Management Bargaining Committee.
  • Develop and implement financial policies, procedures, and cost accounting methodologies to ensure consistent financial practices across the organization.
  • Monitor agreements with external agencies and ensure compliance with funding requirements and reporting obligations.
  • Manage public accounting and reporting functions including vendor management, bank reconciliations, donation tax slips, and gift certificate or promotional card programs.
  • Build strong working relationships with departmental stakeholders and act as a trusted financial advisor to Directors and Executive Directors.
  • Lead and supervise work units providing budget and accounting services to operating departments.
  • Participate in research, special projects, and organizational initiatives related to financial systems and processes.

Key Qualifications

 

  • Strong knowledge of municipal accounting principles, budgeting processes, and Public Sector Accounting Board (PSAB) standards.
  • Experience with computerized financial systems, financial reporting, and financial modelling.
  • Knowledge of financial policies, procedures, cost accounting methodologies, and data management practices.
  • Ability to analyze complex financial information and develop strategic recommendations.
  • Strong communication and interpersonal skills with the ability to present complex financial information and build collaborative relationships with internal and external stakeholders.
  • Demonstrated problem-solving, analytical thinking, and decision-making skills in financial management environments.
  • Experience leading teams, providing guidance, and supporting staff development.
