Position Summary
This position operates heavy mobile and stationary equipment in the Water and Sewer Construction crews. The position carries out assignments where emphasis is placed on superior operating skill and where errors in judgement may be costly, difficult to rectify and may involve personal hazard to others. This position is responsible for daily maintenance of assigned equipment and may also be required to train other employees in the operation of Class IV equipment. This position reports to a Crew Lead or Coordinator.
Key Duties & Responsibilities
- Operate all Water and Sewer Class IV equipment safely, efficiently, and effectively, which may include three-quarter (¾) yard self-propelled rubber-tired tractor excavators, crawler excavators, and other designated equipment.
- Perform routine inspection, maintenance and minor repairs as are necessary to ensure the equipment is kept in good operating condition.
- Read and interpret water distribution/domestic and storm sewer linear system drawing and operational information as required.
- Provide direction and training to other employees as required.
- Follow all rules, procedures and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
- Perform related duties as required.
Key Qualifications
- Grade Twelve (12) or General Education Development (GED) equivalency.
- Typically, the knowledge, skills, and abilities required for this position are obtained through a minimum of 2000 hours experience as an Equipment Operator III and the demonstrated ability to operate water and sewer construction Class IV equipment competently.
- Must obtain and maintain level one (1) Operator Certification, as identified under the Saskatchewan Water and Wastewater Works Operator Certification Standards in the category relevant to their operating area within one (1) year.
- Demonstrated ability to operate assigned equipment with skill and efficiency with due regard to safety measures which must be observed to protect both the public and fellow employees.
- Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
- Ability to direct and supervise other employees who may be assigned as helpers.
- Ability and initiative to work independently with a minimum of supervision.
- Ability to follow verbal or written orders to understand work orders, work procedure manuals, and construction specifications.
- Demonstrated ability to adhere to hand signals.
- Thorough knowledge of the operation, care, mechanics, and routine maintenance involved in the operation and routine maintenance of water and sewer linear systems & Class IV equipment.
- Demonstrated ability to perform heavy work of a physical nature on a daily basis over sustained periods and inclement conditions.
- Demonstrated ability to provide written reports, calculating units of accomplishment, for work completed and documenting any problems that were encountered..
- Perform other related duties as required.
Working/Other Conditions
- Must be permitted with the ability to obtain certification to operate the ¾ yard self propelled rubber-tired backhoe.
- Must possess a valid Class 5 Driver’s Licence with the capability to obtain a Class 1 Licence with an “A” Endorsement.
- Must be able and willing to perform work of a physical nature in field environments and inclement conditions.
- Must be willing to be on call, perform overtime, and work shift and/or irregular hours.
- Must be comfortable working in environments where sewage is present.
- Must respond to call outs and emergencies as required.

- Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
- Proof of education is required.
- Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
