Position Summary

We're seeking an experienced and visionary Enterprise Architect to lead the development and maintenance of our city's enterprise architecture and digital strategy. In this role, you'll collaborate closely with senior business stakeholders and technology professionals to identify key corporate drivers for architecture requirements. Your expertise will be crucial in contributing to the development of our technology business plan, as well as leading the creation of our technology and digital strategy. You'll coordinate the development and integration of application, cybersecurity, infrastructure, and data architecture roadmaps and policies, ensuring alignment with the city's strategic business directions. Duties & Responsibilities

    Strategy and Planning

  • Leads the development of the City’s enterprise-wide and Department’s long term and operational technology plans
  • Leads the development of the City’s technology strategy
  • Leads the identification and analysis of corporate business drivers to develop enterprise architecture requirements; identify consequences and opportunities derived from the synergies between business operations and technology
  • Leads technology governance process and stage-gates
  • Monitors and assesses emerging technologies and future direction of major application and technology platforms, providing recommendations on direction and timing for adoption
  • Leads the development of application roadmaps for each business area
  • Leads the development of architectural roadmaps for applications, data, security and technology
  • Leads the development of the City’s enterprise-wide long term and operational technology plans
  • Leads the development of the Departmental long-term technology plan
  • Leads the implementation of the City of Regina technology plan, including digital service delivery and Smart Cities initiatives

 

    System Development and Maintenance

  • Oversees the development of the City’s enterprise architecture strategy and oversees the development of the planning process required to regularly update that strategy
  • Implements processes to maintain and update the technology roadmaps, ensuring they remain current and effective
  • Oversees the development of models and documentation describing the enterprise architecture
  • Participates in the development, refinement and reporting on the branch’s performance measures including categories of resource allocation, financial, operational and growth
  • Promotes stewardship of technology assets, contributes to setting technology standards and drives their adoption by business divisions
  • Leads a transition of all existing processes and systems to meet the adopted architectural standards for applications/services and infrastructure technology, as those existing systems are replaced or phased out
  • Provides high-level assistance for strategy and policy; architecture; security, technology and development methodology

 

    Stakeholder Relationship Management

  • Provides advice, guidance and information on enterprise architecture to senior City leaders
  • Meets with project teams, business areas, partners and other stakeholders to plan program and services, projects and resolve service issues ensuring architecture standards are met
  • Develops and maintains relationships across the City organization, ensuring customer service is being delivered
  • Collaborates with, persuades and negotiates with business areas as well as other Technology branches, being aware of corporate strategies, sensitivities and priorities
  • Liaises, confers, partners or collaborates with external stakeholders, organizations and other government agencies across Canada, noting trends and best practices that may impact the department’s direction

Knowledge, Skills & Abilities

 

  • Knowledge of core management practices including program/service delivery models, policy development, planning, budgeting, performance measurement and management and human resources
  • Knowledge of specific issues, trends and challenges within the context of the broader Department and understanding of broader City operations
  • Knowledge of emerging technologies
  • Knowledge required to formulate technology strategy to support corporate direction and strategy
  • Knowledge of technology governance practices and City specific standards
  • Knowledge of design tools and methodologies
  • Knowledge of technology project management methodology and techniques
  • Knowledge of operating systems, telephony, hardware, development languages, communication protocols and relational databases
  • Knowledge of the software development lifecycle
  • Knowledge of flowcharting/mapping
  • Knowledge and experience in developing strategic information systems plans

 

    Communications and Interpersonal Skills

  • Communication skills are used to lead and/or facilitate groups of stakeholders, both within the City and with partners, to present complex and challenging content / issues
  • Communication skills are required to resolve conflict and build common ground and consensus with a focus on the development of business aligned technology solutions; serves as point for escalation
  • Change management skills include recognition and resolution of resistance to change
  • Facilitates City-wide development and revision of business areas’ technology plans
  • Negotiates resolution of complex, unique, or sensitive issues between individuals, business areas and/or affected groups with conflicting viewpoint pertaining to the application of the corporate IT Strategy

 

    People Leadership and Development

  • The leadership role includes day to day oversight and guidance of technical and professional roles
  • The Enterprise Architect is responsible for area specific workforce planning
  • Leadership accountabilities includes performance management
