Position Summary
This position provides engineering support for the management of roadways & transportation infrastructure systems, including traffic signals, expressway lighting, pavement markings, traffic signs, traffic accommodations, permits, and communication infrastructure. Responsibilities also include managing traffic data collection, conducting research, and overseeing the engineering and management of related projects and services.
Key Duties & Responsibilities
- Provides research, management, engineering, and advice pertaining to the management of roadways & transportation and traffic infrastructure systems.
- Reviews and recommends transportation and traffic engineering proposals, plans, applications, drawings, activities and works.
- Develops and recommends corporate standards, operation and capital praograms, policies, management systems, and practices.
- Prepares and presents technical and business reports.
- Ensures infrastructure information systems and records are maintained.
- Initiates, develops and conducts public consultation and information programs.
- Receives and responds to concerns and enquiries from the public, stakeholders, senior leadership and City Council.
- Coordinates, consultsa, negotiates and collaborates with outside agencies and stakeholders.
- Mentors, trains, and advises employees and work teams in an environment that embraces innovation, changes, corporate values/initiatives, relationships, partnerships, and a respectful work environment.
- Approves requisitions, expenditures and other transactions within established authority limits and takes necessary action to protect civic monies and assets against loss and waste.
- Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and The City of Regina Occupational Health and Safety Manual as they apply to this position.
- Develop and support Community safety and emergency plans/operations.
- Performs related duties as required.
Key Qualifications
- A University degree in Engineering such as Civil Environmental Systems Electronic Systems Industrial or Mechanical with 1year related work experience in an engineering environment Prior direct experience in Traffic Engineering and/or Transportation Engineering will be considered as an asset.
- Knowledge of engineering principles, processes, theories, statistics, and technologies related to municipal roadways & transportation and infrastructure management.
- Knowledge of traffic systems management, standards, policies, materials, operations, safety, construction practices and equipment.
- Intermediate skill in MS Office (Word, Excel, PowerPoint, and Access) and the ability to develop expertise in the use of specialized software (i.e., AutoCAD Civil 3D, RapidPlan) for analysis, engineering, planning and management of infrastructure systems.
- Ability to analyze complex data and issues and interpret specifications/plans/regulations.
- Knowledge of project management principles and processes.
- Knowledge of administrative/supervision/business management principles and processes.
- Ability to manage multiple engineering/operational projects, information systems, programs and budgets/expenditures.
- Ability to lead, plan, organize, influence, direct, supervise, inspect and co-ordinate work teams, consultants, and contractors.
- Skilled in establishing and maintaining effective working relations and a respectful environment with superiors, peers, subordinates, and the general public.
- Skilled in expressing ideas effectively, orally and in writing, to diverse groups and size of audiences.
- Skilled in listening with an ability to lead and influence people and cultivate consensus.
- Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to the position.
Working/Other Conditions
- Registered or eligible for registration with the Association of Professional Engineers and Geoscientists of Saskatchewan.
- Must possess a valid Class Five 5 driver's license and have a vehicle available for work usage.
