Position Summary

This position provides engineering support to the management of Traffic and Roadways for infrastructure and material procurement processes. This position performs research, engineering, and management of engineering projects and services. This position reports to a Senior Engineer.

Key Duties & Responsibilities

  • Provides research, management, engineering and advice pertaining to the management of roadways & transportation, roadways infrastructure, material procurement and traffic infrastructure Systems.
  • Research, engineering and management functions may include studies, planning, design, materials, construction, data/asset management, monitoring, modeling, operations, rehabilitation, maintenance, agreements/contracts, budgets/expenditures and investment strategies.
  • Interprets and analyzes data, information, processes, programs and problems and develops options, solutions, improvements and recommendations.
  • Reviews and recommends engineering proposals, plans, applications, drawings, activities and works.
  • Develops and recommends corporate standards, operation and capital programs, policies, management systems, and practices.
  • Oversee contract lifecycle from negotiation to execution, ensuring compliance, monitoring vendor performance, and managing risks for timely and cost-effective project delivery.
  • Coordinate sourcing, purchasing, and inventory management of materials, optimizing cost efficiency and maintaining quality standards to meet project and operational requirements.
  • Prepares and presents technical and business reports, contract documents, terms of reference, proposals, correspondence and briefs.
  • Ensures infrastructure information systems and records are maintained.
  • Interprets, recommends changes to, and administers pertinent City Bylaws,
  • Initiates, develops and conducts public consultation and information programs.
  • Receives and responds to concerns and enquiries from staff, the public, other departments, elected officials and the media.
  • Coordinates, consults, negotiates and collaborates with outside agencies and stakeholders.
  • Manages and directs the work of consultants, contractors and operational forces.
  • Mentors, trains, and advises employees and work teams in an environment that embraces innovation, changes, corporate values/initiatives, relationships, partnerships, and a respectful work environment.
  • Approves requisitions, expenditures and other transactions within the limits of established authority and takes necessary action to protect civic monies and assets against loss and waste.
  • Leads and/or advises on various departmental and organization project teams or committees such as Occupational Health and Safety, community planning, business process improvement, etc.
  • Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and The City of Regina Occupational Health and Safety Manual as they apply to this position.
  • Develop and support Community safety and emergency plans/operations. 
  • Performs related duties as required.

Key Qualifications

  • University degree in Engineering (Civil, Industrial, Mechanical, Environmental Systems) with 1 year of experience in an engineering environment.
  • Knowledge of engineering principles, processes, statistics, and technologies related to municipal roadways, transportation, and infrastructure management.
  • Understanding of roadways and traffic systems, standards, policies, materials, operations, safety, and construction practices.
  • Proficiency in MS Office (Word, Excel, PowerPoint, Access) with the ability to develop skills in specialized software (AutoCAD Civil 3D, WaterCAD, InfoWorks, Asset and Maintenance Management software).
  • Ability to analyze complex data, interpret specifications, and understand plans/regulations.
  • Knowledge of project management, administrative principles, and contracts.
  • Experience relating to the procurement of goods and services, and the processes to make necessary acquisitions within the framework of organizational policies, municipal bylaws and international trade agreements.
  • Ability to manage multiple projects, information systems, programs, and budgets.
  • Skilled in leading, planning, organizing, and supervising work teams, consultants, and contractors.
  • Strong interpersonal skills, with the ability to build effective relationships and foster a respectful work environment.
  • Excellent verbal and written communication skills for diverse audiences.
  • Skilled in active listening, leadership, and consensus building.
  • Knowledge of Provincial and City Occupational Health and Safety regulations as they apply to this role.

Working/Other Conditions

  • Registered or eligible for registration with the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Must posses a valid Class Five (5) drivers license and have a vehicle available for work usage.
