Position Summary

 

The City of Regina is seeking a visionary leader to serve as the Director of Recreation & Cultural Services. This pivotal role oversees the development and delivery of inclusive sport, recreation, arts, culture, and community programs, as well as the management of facilities and community investments. As a member of the senior management team, you will drive strategic planning, stakeholder engagement, financial stewardship, and people leadership to enhance the well-being of Regina’s residents.

This position reports to the Executive Director of City Planning and Community Services and plays a key role in shaping corporate-wide policies and initiatives.

 

Key Duties & Responsibilities

 

  • Strategic & Operational Leadership:
    Develop and implement long-term and annual business plans for the department, ensuring alignment with city-wide strategies. Oversee program development, operational performance, and compliance with City bylaws and policies.
  • Financial Management:
    Lead budget planning, forecasting, and financial analysis for the department. Ensure effective revenue management and implement mitigation strategies as necessary.
  • Stakeholder Relationship Management:
    Build and sustain partnerships with community organizations, advocacy groups, and other levels of government. Serve as a spokesperson for the City in discussions and negotiations related to departmental programs.
  • Human Resource Leadership:
    Guide workforce planning, mentoring, and performance management for departmental leaders. Promote a strong safety culture and a customer-centric mindset across the department.
  • Risk Management & Compliance:
    Oversee the development and adherence to departmental policies, risk management plans, and quality improvement strategies. Ensure compliance with municipal, provincial, and federal legislation.

 

Key Qualifications

 

  • Proven experience in senior leadership roles, with expertise in strategic planning, policy development, financial management, and stakeholder engagement.
  • Comprehensive knowledge of municipal operations, particularly in sport, recreation, arts, culture, and community investments.
  • Exceptional interpersonal and communication skills, with a track record of fostering collaboration and managing high-stakes interactions.
  • A background in managing diverse programs serving various populations, including children, youth, seniors, Indigenous communities, and newcomers.
  • Strong analytical abilities, with proficiency in statistical modeling, business analytics, and scenario planning.
  • Demonstrated ability to lead change management initiatives, resolve complex issues, and drive continuous improvement.
