The City of Regina is seeking a forward-thinking and collaborative Director, People & Organizational Culture (P&OC) to join our senior leadership team. This is a unique opportunity for a strategic Human Resources leader who is equally passionate about people, culture, and organizational success.

 

As Director, you will provide vision, direction, and leadership to a talented department which includes Labour Relations, Client Services, Workplace Health & Safety, Talent Acquisition, HRIS, Benefits, Payroll, Compensation, Job Evaluation, Learning & Development, and Organizational Well-being. Each of these areas plays a vital role in our success, and we’re looking for a leader who values all disciplines, ensuring that every function and team member is supported and aligned to our corporate priorities.

Key Duties & Responsibilities

  • Lead strategic and operational planning for the People & Organizational Culture Department, ensuring alignment with corporate priorities.
  • Oversee HR programs and services across the full employee lifecycle; from talent acquisition, benefits, and labour relations to engagement, learning, and culture.
  • Champion employee engagement, inclusion, and organizational health and wellness across the organization.
  • Build strong, collaborative relationships with unions, community partners, government representatives, and internal leaders.
  • Provide senior-level advice and guidance to Council and the Executive Leadership Team on complex and often high-profile HR matters.
  • Ensure responsible financial and people leadership through budgeting, workforce planning, and succession management.
  • Lead with empathy, fairness, and respect; building trust, fostering collaboration, and ensuring all HR areas are recognized as essential.

  • A senior HR leader with extensive experience across multiple HR disciplines.
  • A proven track record of success in unionized environments and strong labour relations expertise.
  • Exceptional leadership skills: someone who inspires, mentors, and develops leaders and teams.
  • Strong strategic planning, policy, and financial management capabilities.
  • A collaborative communicator with political acumen and the ability to navigate complex, high-profile issues.
  • Emotional intelligence, sound judgment, and the ability to unite people around a common vision.
