Position Summary

We are seeking a Development Control Officer I to join our Planning & Development Services team. This position is responsible for providing exceptional customer service to internal and external customers in the interpretation, administration, and enforcement of zoning bylaw regulations. Focused on conducting inspections to ensure compliance with zoning regulations. Work is completed in both indoor office and outdoor site environments. The Development Control Officer I reports to the Coordinator, Development Control Officer.

 

Key Duties & Responsibilities

In this role, you will:

  • Provide technical advice, interpretations, and administration to the general public, professionals, and various civic departments on matters related to the effective compliance of municipal zoning bylaws and related regulations
  • Review drawings, approve plans for compliance, and issue development permits
  • Initiate and conduct on-site inspections to ensure compliance with municipal bylaws and related regulations for development permits, landscaping, zoning orders, business licenses, zoning complaints, and sign permits
  • Attend meetings relevant to zoning issues with other civic departments, local associations, architects, contractors and the general public
  • Process minor variances and prepare correspondence with formal decision
  • Prepare documentation, attend, and respond to questions at Regina Development Appeals Board and Saskatchewan Municipal Board and maintain meeting and decision records
  • Prepare correspondence and reports and maintain applications, bylaw interpretations, and zoning bylaw compliance
  • Maintain filing systems in accordance with branch procedure and corporate records management policies and procedures
  • Complete searches, input data, validate data, manipulate data, and generate reports and lists from programs and applications


Key Qualifications

To be successful in this role, you will have:

  • Completion of diploma or university degree in architectural technology, planning, and or development
  • We also welcome applications from candidates who are currently pursuing a degree in planning or a technical disploma and encourage individuals at various stages of their education to apply.
  • Class 5 driver’s licence

You will also demonstrate:

  • Knowledge of municipal zoning bylaw, relevant codes, relevant acts, the Official Community Plan, neighbourhood plans, heritage bylaws and policies, permit and plan review, and related processes, policies, procedures, and practices
  • Knowledge of inspection and enforcement policies, procedures, and practices
  • Knowledge of customer service, mediation, and conflict resolution
  • Knowledge of specific branch as well as the broader division/departments/branches and interrelationships for project and service delivery
  • Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards
  • Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices

As well as the ability to:

  • Deliver and discuss contentious information/directives which may be resisted
  • Use mediation, conflict resolution, and calming and de-escalation techniques
  • Explain, clarify, and exchange procedural and technical information
  • Liaise with internal staff and external agencies
  • Identify issues, consult, and follow policies, procedures, and processes in order to achieve regulatory compliance
  • Evaluate situations and determine actions for regulatory compliance
  • Prioritize and adapt activities in accordance with daily/weekly/annual schedule within defined timelines/deadlines
  • Provide ideas and suggestions to improve work processes
  • Familiarize new employees with tasks, duties, practices, and processes

  • Sitting, bending, walking, and standing for various periods of time throughout the day


You will also be required to maintain:

  • Visual and concentration effort during inspections and investigations
  • Visual and concentration effort during preparing correspondence and reviewing plans
  • Visual and concentration effort during data/information input, cross checks of data/information, and confirming data/information accuracy
  • Auditory effort during customer service and stakeholder interactions
  • Ability to respond to interruptions to workflow that impact concentration demands
  • Situational awareness due to health and safety


Work environment includes:

  • Indoor office and outdoor site environments
  • Use of personal protective equipment during inspections
  • Exposure to adverse weather conditions and temperatures
  • Exposure to stressful experiences/interaction with parties who are upset, angry, and/or emotionally charged

  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
