POSITION SUMMARY:
 

This position supports Regina’s various Community Associations and non-profit organizations. The position will lead a team of consultants who provide direct support to Community Associations and neighbourhood groups. The emphasis of the work is on leading a team responsible for community engagement and supporting community capacity through partnerships, liaison and consulting services that support the community in their delivery of sport, culture, recreation, and social programs, opportunities and services. The position reports to the Manager, Community & Cultural Development.

 

DUTIES AND RESPONSIBILITIES:

 

  • Participates in department business planning and branch planning.
  • Leads, develops and supports a team of staff responsible for supporting community organizations through community grants, needs assessment, strategic planning, action planning, organizational development, and volunteer development services and who liaise between community organizations and other corporate departments on initiates of interest to the organization.
  • Leads staff in engagement initiatives, participates in inter-agency groups, and supports community and neighbourhood based organizations.
  • Leads the support of community Associations, their neighbourhood strategies, and plans that promote a sustainable approach to community development.
  • Participates in the development and oversees the implementation of a community development model that guides the delivery of services to the community and assists community-based organizations to build their capacity to deliver programs and services needed in the community.
  • Leads and reviews annual Phase Funding cycle for Community Associations, prepares and presents the Phase Funding applications to the adjudication committee as the Stream Owner.
  • Initiates development of partnerships with corporate partners and community organizations where community issues can be addressed in a collaborative and complementary manner; coordinates and negotiates the development of partnership agreements, where required.
  • Represents the department on inter-agency planning groups as well as inter-departmental and corporate initiatives related to neighbourhood development.
  • Provides clarification and direction for policy and conducts program reviews as directed, as identified through the department and branch business planning process.
  • Provides direction for or leads the design and implementation of public consultation processes.
  • Prepares written reports and/or verbal presentations for City Council and senior management.
  • Manages all human resources related activities including recruitment and selection, leadership, coaching and development; performance management; and labour relations for direct reports.
  • Ensures a positive, healthy, respectful and inclusive work environment aligned with the Corporate Vision and Contemporary Workplace Strategy.
  • Develops and manages the section’s budget.
  • Responds to inquiries from the public, stakeholders, partners and elected officials in a manner that is consistent with corporate customer service objectives and with Department plans and priorities.
  • Performs related work as required.
     

QUALIFICATIONS:
 

Knowledge, Abilities And Skills:

 

  • Ability to apply strategic and conceptual thinking to a variety of issues and situations.
  • Ability to organize, engage, mobilize and support community leadership, with strong facilitation skills to identify issues and opportunities and develop action plans.
  • Knowledge of best practices in policy development and project management.
  • Knowledge of Indigenous Community relationship building, including protocol with Indigenous Elders, Leaders.
  • Knowledge of community development principles and practices and of current standards, social trends, needs, and planning/evaluation principles and methods related to community and social development.
  • Ability to design and implement public consultation initiatives, using a variety of methods and approaches in diverse settings and communities.
  • Skilled in gaining cooperation among individuals and groups with diverse backgrounds and perspectives, including the ability to negotiate mutually beneficial agreements, manage change, resolve issues, and implement solutions through engaging and empowering staff, problem solving, decision making and consensus building.
  • Demonstrated success working with diverse populations; for example, Indigenous Communities, Ethnocultural communities.
  • Ability to develop strong relationships built on trust and cultural competency.
  • Demonstrated ability to develop and maintain partnership opportunities with community organizations.
  • Demonstrated ability to effectively lead teams to achieve organizational objectives.
  • Demonstrated ability to establish and maintain working relationships with the public, volunteers, civic staff, and elected officials.
  • Demonstrated skill in budgeting and budget management.
  • Ability to supervise and provide leadership to staff including recruitment, selection, coaching and development, training, team building and performance management.
  • Ability to facilitate dialogue and communication between groups, City Departments, committees, and boards, as applicable.
     

EDUCATION AND EXPERIENCE:

 

  • The knowledge for this position is obtained through completion of a University Degree in public administration or community development, or a related field with five (5) to eight (8) years progressive related experience with competency in diverse community development, collaborative community initiatives, non-profit organizational work, team supervision, design and implementation of public consultation processes, with at least three (3) years of supervisory experience.
     

WORKING/OTHER CONDITIONS

 

  • Must possess a valid driver’s license and have the ability to travel within the City.
    Must be able to work adjusted hours where required for meetings, adjudications, or community events requiring representation.
