Position Summary
This position manages the accounts payable, collections and sundry receivable function for the Financial Services Department ensuring all processes are made in accordance with existing legislation, tax rules, corporate policy, accounting standards and applicable procurement agreements. Provides strong leadership increasing department accuracy and efficiency through development of policies, contributing to establishment of annual planning, service level and performance targets and mentoring, training, and coaching staff. This position reports to the Manager, Accounting Services.
Key Duties & Responsibilities
- Contribute to strategic planning, policy development, and budgeting; monitor and control unit expenditures.
- Oversee accounts payable, collections, and sundry receivables operations, including reconciliations, transaction processing, and payment approvals.
- Ensure compliance with municipal legislation, tax regulations (GST/PST), procurement agreements, and internal policies; maintain strong internal controls.
- Audit transactions for accuracy and completeness; respond to internal and external audit requests.
- Lead, supervise, and develop staff, including recruitment, training, performance management, and labour relations.
- Act as the primary subject matter expert and key contact for internal departments and external partners.
- Manage banking activities, including electronic funds transfers, and monitor signing authorities.
- Oversee delinquent accounts, collections activities, credit approvals, and resolution of complex/escalated issues.
- Analyze financial, statistical, and benchmarking data; prepare reports and recommend process improvements.
- Identify, evaluate, and implement system enhancements and process efficiencies, including business case development.
- Build and maintain effective relationships; liaise with Legal and other stakeholders to resolve issues.
- Ensure adherence to Occupational Health & Safety requirements and corporate policies.
- Lead or support corporate initiatives, training programs, special projects, and act as Manager, Accounting Services as required.
Key Qualifications
- Typically, the knowledge, skills and abilities are obtained through the completion of a University Degree in Commerce/Administration and recognized accounting designation such as a CPA or similar education.
- Five (5) years of related experience in a progressively responsible accounting position, preferably municipal, including at least three (3) years in a supervisory capacity
- Public Sector Procurement Certificate.
- Experience with Hyperion and Oracle E-Business Suite would be beneficial along with computerized financial systems is also essential.
- Strong knowledge of municipal accounting, procurement practices, budgeting processes, and applicable legislation, including GST/PST and OHS requirements.
- Proficiency with large computerized financial systems (AP, AR, collections) and internal controls; ability to identify and implement system enhancements.
- Demonstrated leadership and supervisory skills, including workforce planning, performance management, coaching, and staff development.
- Ability to interpret and apply policies, bylaws, contracts, and legislation using sound judgment and independent decision-making.
- Strong analytical skills to assess data, resolve issues, and recommend process improvements.
- Effective communication and presentation skills, with the ability to influence, train, and build relationships across all organizational levels and external stakeholders.
- Proven ability to manage sensitive, complex, and escalated customer and audit-related issues with professionalism and diplomacy.
- Highly organized with the ability to prioritize, delegate, and meet deadlines while working independently and in a team environment.
- Skilled in report writing, data analysis, and delivering high-quality customer service.
