Position Summary

 

The Bylaw Enforcement Officer is responsible for enforcing municipal bylaws and related legislation. This includes conducting inspections and investigations, resolving complaints, gathering evidence, and taking enforcement actions. The position plays a key role in upholding community standards, ensuring regulatory compliance, and promoting public safety. The work involves both independent judgment and collaboration with other departments and external partners. 

Key Duties & Responsibilities

 

  • Investigate complaints and violations related to municipal bylaws and provincial statutes.
  • Conduct inspections on both public and private property to ensure compliance.
  • Document and log investigations, including photos, interviews, and official notices.
  • Prepare case summaries, court briefs, and evidence for prosecutions.
  • Liaise with other City departments on matters requiring cross-departmental action.
  • Provide interpretation of bylaws to the public and internal stakeholders.
  • Maintain accurate records and filing systems in accordance with corporate policies.
  • Input, validate, and retrieve information and reports using internal systems.

Key Qualifications

 

  • Diploma in Law Enforcement or a related field.
  • Minimum of three (3) years of experience in enforcement or regulatory roles.
  • Valid Class 5 driver’s licence.
  • Strong knowledge of enforcement techniques, investigation procedures, and court processes.
  • Experience in conflict resolution, mediation, and customer service.
  • Ability to interpret and apply municipal bylaws, policies, and provincial legislation.
  • Proficient with office software, enforcement tools, and mobile technology.
  • Effective communication and interpersonal skills, especially when dealing with the public in challenging situations.

Working/Other Conditions

 

  • Combination of indoor office and outdoor field work.
  • Regular driving to sites for inspections and investigations.
  • Exposure to adverse weather conditions and emotionally charged interactions.
  • Physical demands include walking, bending, and navigating uneven terrain.
  • Use of personal protective equipment as required.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
