NATURE OF WORK:
This position is responsible for leading and coordinating technical business support activities within the Department including GIS programming, centralized irrigation control (ICC) programming & operation, Geotab data configuration, work order management, service request coordination, and implementation of business technology solutions for the department.
The position participates as a member of the leadership team and works with colleagues to ensure accurate data delivery for business management operations and service-level standards. This position reports to the Coordinator, Parks Support Operations.
DUTIES AND RESPONSIBILITIES:
- Oversee the operation and programming of the Department’s Central Irrigation Control system.
- Maintain and administer GIS data as it relates to the Department priorities.
- Build GIS data collection tools using Survey123, QuickCapture, and Field Maps to support field inspections, infrastructure inventory, and spatial validation tasks.
- Collaborate with the Geospatial Branch and end-users to deploy apps that support operations and real-time status reporting.
- Participate in user group meetings with various stakeholders, acts as the Department liaison within various technology system user groups.
- Develop and implement Arcade expressions to enable dynamic labeling, symbology, and attribute calculations in ArcGIS Online and Field Maps.
- Automate geospatial workflows and data validation tasks using Python, including scripts for data import/export, spatial analysis, and reporting.
- Serve as an extended Agile team member of the Geospatial Solutions Branch, contributing planning expertise to the iterative development of spatial tools, data services, and web applications.
- Facilitate internal data analysis within financial software systems (Oracle, WAM/WACS) to provide management with accurate financial details.
- Maintain an inventory of assets managed by the Department for program cost tracking and Tangible Capital Asset reporting.
- Provide day-to-day directions, set priorities and allocate staff to respond to changing needs.
- Facilitate meetings, training sessions, and events using a variety of facilitation techniques.
- Facilitate and participate in labour relations activities such as supervision and direction, recruitment, and employee development.
- Approve expenditure and other transactions within the limits of established purchasing authorities.
- Provide technical consulting support and expertise in the effective use of the various systems and interfaces, including overall performance, troubleshooting, modification, improvement and maintenance.
- Act as liaison for the Department in the implementation, upgrade, or roll out of corporate software solutions.
- Lead user testing of new application releases, upgrades, enhancements, etc.
- Collaborate with staff and branch managers to apply business process improvement methodology, analyze workflows, identify improvement opportunities, and support implementation.
- Oversee coordination of records management and develop ad hoc reports by extracting data from multiple databases and systems.
- Assist in the development of standard operating procedures.
- Work with other departments on special projects, ITS upgrades, and related initiatives.
- Follow all rules and regulations as set out in the Provincial Occupational Health and Safety Act, City of Regina Standard and Emergency Operating Procedures and the City of Regina Occupational Health and Safety Manual.
- Perform related duties as required.
QUALIFICATIONS:
Knowledge, Abilities and Skills:
- Experience in daily use ArcGIS desktop software. Experience in the use of other GIS based software with scheduling applications is an asset.
- Experience in ArcGIS online – with ability in ESRI Experience Builder, Python, and Arcade expression, including scripts for data import/export, spatial analysis, and reporting.
- Ability to apply Python and ESRI's ArcPy library for batch geoprocessing, database updates, and integration with planning datasets
- Experience in building data collection tools using Survery123, QuickCapture, and Field maps.
- Ability to create and generate queries, reports and documents using databases, spreadsheets, and other reporting software applications.
- Knowledge of programming principles including SQL, Data Browser, or similar query tools and programming languages.
- Ability to lead problem-solving and planning processes for improving work procedures.
- Ability to maintain strong partnerships and effective working relationships with both internal and external customers, including managers, front line staff, union representatives and the general public.
- Knowledge of Work Order Management systems, financial records querying and records management practices.
- Knowledge of computerized financial software systems including Oracle and WAM.
- Strong oral and written communication skills.
- Proficiency in Microsoft Office Suite, specifically Excel Spreadsheet and Word
- Ability to organize and prioritize multiple tasks to meet deadlines in an environment with frequent/continuous interruptions.
- Strong knowledge of Parks and Open Space Services operations and lines of services in order to create KPI measures that will accurately reflect measures of success for the department
EDUCATION AND EXPERIENCE:
- Typically, the knowledge, skills and abilities required are obtained through the completion of a Degree in Computer Science, Commerce (BBA) or other related discipline; combined with three (3) to five (5) years’ experience in the development and implementation of new technologies and software solutions.
- Three (3) to (5) years experience in Parks and Open Space service delivery including the development of data management for KPI development and work consistency is, as well as Knowledge of Parks & Open Space Services is considered an asset.
WORKING / OTHER CONDITIONS:
- Must possess a valid Class 5 Driver License
- Work is performed primarily in an office environment
