Position Summary

 

We are seeking a candidate who is looking for their next opportunity as a knowledgeable Building Official 1 with the City of Regina. This position is responsible for undertaking a variety of inspections and enforcement authorized by Construction Codes Act respecting residential buildings that contain one or two dwelling units as well as secondary suites and private swimming pools. This includes the examination and evaluation of such permit applications to insure the effective enforcement of municipal bylaws, building codes, and related provincial statutes to achieve regulatory compliance. This position reports to either the Supervisor, Permit Processing or the Supervisor, Residential Inspections.

 

Key Duties & Responsibilities

  • Conducts inspections and approves permits for new and existing one- and two-unit residential buildings, including secondary suites, demolitions, and private swimming pools, ensuring compliance with the Building Official 1 licence category and The Private Swimming Pool Bylaw.
  • Reviews and processes building, demolition, and private swimming pool permit applications, ensuring compliance with applicable regulations and bylaws.
  • Liaises with developer/contractor/applicant/property owner and staff to ensure awareness of all appropriate approval conditions and responsibilities associated with building permit. 
  • Provides technical and regulatory advice and interpretation for residential construction. 
  • Inspects, measures, and validates progress and construction of designated projects within the Building Official 1 licence category. 
  • Maintains comprehensive inspection and violation records including photographs, sketches, diagrams, and other relevant written reports, notices, and data. 
  • Prepares monthly reports on activities including status of inspections and deficiencies. 
  • Drafts orders for building compliance officer review. 
  • Initiates prosecutions and provides evidence/testimony in court for violations. 
  • Contacts and interacts with property owners/representatives, provides inspection reports with deficiencies, and responds to questions. 
  • Performs duties of Permit Desk including receiving, processing and cancelling of building permits, ensuring compliance, taking fees and payments and completing day end balancing reports. 
  • Completes searches, inputs data, validates data, modifies data, exports and generates reports and lists from programs and applications. 
  • Participates, under the capacity of a Building Official, in the Housing Standards Enforcement Team (HSET) in collaboration with the Bylaw Enforcement Officer III, as required to resolve and complex and sensitives issues. 
  • Other Duties as required. 

Key Qualifications

  • Completion of a two (2) year diploma in Architectural Technology or Engineering Technology or educational equivalent such as Red Seal Journeyperson Carpenter and at least two (2) years related experience working in a building construction or inspection environment.
  • Knowledge of National Building Code of Canada, The Construction Codes Act, and building construction standards, policies, procedures, methods, and practices 
  • Knowledge of inspection practices and materials used in construction (types of wood, concrete, ICF, etc.) 
  • Knowledge of office administration processes and customer/client services 
  • Knowledge of specific branch as well as the broader division/departments/branches 
  • Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards 
  • Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices 
  • Explains, clarifies, and exchanges technical and process information 
  • Delivers and discusses contentious messages/information which may be resisted 
  • Uses calming and de-escalation techniques 
  • Coordinates with internal staff and external stakeholders for process, steps, and actions 
  • Reads and interprets plans, sketches, blueprints, and drawings 
  • Identifies issues, consults, and follows policies, procedures, and processes in order to achieve compliance 
  • Prioritizes and adapts activities in accordance with daily/weekly/annual schedule within defined timelines/deadlines 
  • Contributes to completion of work unit activities through completion of sequenced tasks/workflow 
  • Adherence to Saskatchewan Building Official’s Association Code of Ethics and Code of Conduct 
  • Limits potential liability for the City 

Working/Other Conditions

 

  • Must possess or ability to possess a Building Officials Class 1 license within 6 months of employment as set out in the requirements of the Saskatchewan Building and Accessibility Standards Administration Regulations.   
  • Must possess a valid driver's license and have available the use of a vehicle
