POSITION SUMMARY:

Using a community development approach, the Advisor, Community Mobilization and Engagement, collaborates with key stakeholders, community members, and community-based organizations on initiatives that improve safety and well-being for Regina residents. The primary responsibility will be mobilizing community-based organizations, stakeholders, and volunteers at various community action tables that exist to address current community safety and well-being priority areas. The Advisor assists in the facilitation of community partnerships, special projects and stakeholder engagement aimed at addressing issues identified in the Community Safety and Well-Being Plan, such as problematic substance use, food insecurity and discrimination, and the Assessment of Risk to Others (ARTO) tables.

 

The position is further responsible for project scheduling, service request coordination, records management and budget and accounting support. This position reports to the Coordinator, Community Mobilization.

DUTIES AND RESPONSIBILITIES:

  • Provides direction and advice to support inclusive municipal policies, strategies and programs for equity-deserving populations, including people with disabilities, youth, seniors, newcomers, older adults, Indigenous people, 2SLGBTQIAP+ communities, those who are unhoused and/or food insecure, and others facing barriers to access.
  • Identifies community needs related to equity-deserving populations through the establishment of safe and inclusive engagement and consultation.
  • Facilitates public engagement and analysis of issues and trends related to community safety and wellbeing.
  • Participates and assists in the development of the City’s role in long and short-term plans and policies that advance community safety and wellbeing.
  • Coordinates all activities relating to the Violent Threat Risk Assessment (VTRA) and Assessed Risk to Others (ARTO) protocols.
  • Facilitates and negotiates the development of partnerships that contribute to the effective reduction in barriers to participation and belonging, and increase in community engagement for equity-deserving populations including people with disabilities, youth, seniors, newcomers, older adults, Indigenous people, 2SLGBTQIAP+ communities/, those who are unhoused and/or food insecure, and others facing barriers to equity and social inclusion.
  • Facilitates a community development approach which assists community-based organizations that support equity-deserving populations to build their capacity to deliver programs and services that support safety, wellbeing, and inclusion regardless of background, capacities and economic status.
  • Develops and implements policies and procedures necessary to ensure the effective and efficient expedition of actions within the community safety and well-being plan.
  • Represents the Community Well-being Branch on inter–agency planning bodies and working groups related to programs and services for target populations.
  • Coordinates and leads inter–agency meetings and Community Action Tables and other events, as required through implementation of the Community Safety and Well-Being Plan.
  • Provides specialized engagement expertise relating to the delivery of the Community Safety & Well-being Plan.
  • Participates in branch planning and helps to develop work plans that are consistent with department priorities.
  • Helps to develop budgets, including yearly business cases to advance the Community Safety and Well-Being Plan.
  • Deals with complex, sensitive and confidential issues on a regular basis and participates in collaborative solutions to these issues.
  • Receives and responds to concerns and enquiries from staff, refers enquiries from the public, other departments, elected officials and the media.
  • Performs related work as required.

QUALIFICATIONS:

Knowledge, Abilities and Skills:

  • Knowledge of needs assessment and strategic planning principles and practices, with demonstrated ability to implement sound community development processes.
  • Knowledge of and experience leading community engagement and consultation processes.
  • Knowledge of participation processes, group facilitation, team building, and group dynamics.
  • Knowledge of and demonstrated ability to apply project management principles and practices.
  • Ability to organize, engage, mobilize and support community leadership, with strong facilitation skills to identify issues and opportunities and develop action plans.
  • Ability to research, analyze and summarize reliable information and determine action required.
  • Ability to use various computer software programs such as Word, Excel, asset management software and scheduling software.
  • Ability to communicate ideas and concepts effectively in oral and written form to a variety of audiences including formal public presentations, written reports and the development and delivery of training and resource materials.
  • Ability to negotiate mutually beneficial agreements and to manage change through decision-making, problem solving, and consensus building.
  • Ability to establish and maintain effective working relationships and to work cooperatively with staff, peers, supervisors, volunteers, elected officials and the public.
  • Ability to facilitate dialogue and communication between groups with diverse interests, City Departments, City Council and committees and boards, as applicable.
  • Knowledge of cultural competency and comfort in working with diverse communities.
  • Ability to organize and coordinate work efficiently, to set priorities, and to motivate others.
  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint) and using Adobe Suite, project tracking systems, and/or related software.
  • Knowledge of financial processes and financial programs.
  • Knowledge of office management and administrative procedures and protocols with the ability to develop and implement process improvements.
  • Ability to prevent and resolve conflict and build relationships.
  • Skilled in listening, understanding and responding to difficult people and situations in an acceptable, sensitive and respectful manner.
  • Ability to input, edit, retrieve, format, transmit and link file data, create and generate queries, diverse reports and documents utilizing word processing, databases, spreadsheets, communications, presentation and other software packages.
  • Knowledge of the City of Regina corporate structure and interdepartmental business flows.

EDUCATION AND EXPERIENCE:

  • The knowledge, skills and abilities required are obtained through completion of a University Degree in Social Work, Social Sciences, or related field combined with a minimum of three (3) years’ experience working with the community.  Familiarity with municipal administration is preferred.
  • Inclusive and accessible engagement, including working in a facilitative role with community-based organizations that support those that face barriers to participation in civic life.
  • Demonstrated lived experience and/or identification with an equity-deserving population is an asset.
  • Formal experience engaging stakeholders in consultative processes and facilitating conversations with equity-deserving populations.
  • VTRA/ARTO Level 1 & 2 strongly preferred.

WORKING / OTHER CONDITIONS:

  • Must have the means and ability to travel within the City of Regina and work flexible hours, which may include evenings and weekends.
  • Most work is undertaken in City facilities. There is some requirement to conduct meetings offsite, typically in other office-like environments.
  • From time-to-time work will be conducted outside or in community spaces where there is some environmental risk associated with interacting with vulnerable clientele.
