Position Summary
Step into a leadership role where your expertise in talent acquisition will directly shape how top talent is placed and welcomed into the organization. As the Senior HR Consultant, you will be a strategic influencer and optimistic force, fostering positive, action-oriented relationships with stakeholders. You’ll lead the development of a comprehensive inclusive talent acquisition strategy, advance corporate inclusion, diversity, equity, and accessibility (IDEA) in employment, and act on key talent initiatives set by the Manager, Employee Service Center & Talent Acquisition.
This position leads Talent Acquisition as a Center of Excellence (COE) within the People & Organizational Culture department. You will supervise a team of Talent Specialists, oversee candidate placement activities, and support initial onboarding experiences to ensure a smooth and engaging transition for new employees. You’ll also report on corporate performance through human capital metrics to inform continuous improvement and alignment with organizational goals.
Key Duties & Responsibilities
- Develop and implement a comprehensive talent acquisition strategy that aligns with organizational goals and promotes inclusive, diverse, equitable, and accessible hiring practices.
- Manage and oversee the full-cycle recruitment process, ensuring timely and effective placement of candidates into roles across the organization.
- Build and maintain strong, action-oriented relationships with internal stakeholders to understand workforce needs and deliver tailored recruitment solutions.
- Supervise and support a team of Talent Specialists, providing guidance, coaching, and performance management to ensure high-quality service delivery.
- Provide engaged, day-to-day leadership by understanding the team’s work and challenges. Offer thoughtful guidance and support while empowering team members to take ownership of their work.
- Actively participate as a member of the broader supervisor team, sharing insights, aligning efforts, and contributing to a cohesive leadership culture.
- Collaborate with relevant teams to support the initial onboarding experience, ensuring new hires are welcomed and integrated effectively into the organization.
- Champion Talent Acquisition as a COE within the People & Organizational Culture department, driving continuous improvement and innovation in recruitment practices.
- Monitor and report on recruitment performance and trends using human capital metrics to inform decision-making and enhance talent strategies.
- Apply knowledge of collective agreements and unionized environments to ensure recruitment and placement practices are compliant, consistent, and collaborative. Partner with union representatives and internal stakeholders to support fair and transparent hiring processes.
- Collaborate with internal teams to review, refine, and enhance recruitment processes, tools, and templates to improve efficiency, consistency, and candidate experience.
- Ensure recruitment practices comply with relevant legislation, policies, and collective agreements, and reflect current best practices in the field.

- A strategic and positive leader with experience supervising recruitment teams
- Skilled in full-cycle recruitment within unionized environments
- Strong communicator with the ability to build relationships and influence across all levels
- Experienced in sourcing talent, developing networks, and enhancing candidate placement
- Knowledgeable in government or public sector operations with strong political acumen
- Proficient in creating and improving recruitment strategies, templates, and processes
- Comfortable presenting, facilitating training, and sharing subject matter expertise
- Committed to advancing inclusion, diversity, equity, and accessibility (IDEA)
- Able to interpret human capital metrics to support performance reporting
- Collaborative and adaptable, with experience working across teams to improve tools and onboarding
