Position Summary
The Manager, Facilities Engineering is responsible for overseeing the Facilities Engineering branch within the Facilities & Fleet Department. This role encompasses capital, operational, and program planning and execution, project management, stakeholder relationship management, financial management, people leadership, and risk management. The role is responsible for the development of asset management plans and long-term facility master plans in determining the strategic direction for managing the facility portfolio of over 750 assets.
The incumbent will manage a team of professionals tasked with short- and long-term planning and implementation of the capital program in the preservation and sustainability of a diverse portfolio of facility assets across multiple locations. As part of the department's leadership team, the Manager will contribute to City-wide projects and strategic initiatives.
Key Duties & Responsibilities
- Operational Planning: Develops and implements annual plans aligned with citywide and departmental strategies, setting objectives, service levels, and performance targets.
- Asset and Facilities Management: Oversees long-term asset management and renewal planning, ensuring facilities are maintained and upgraded in alignment with the Corporate Facilities Master Plan and the Energy and Sustainability Framework.
- Financial Management: Leads budgeting efforts for Facilities Engineering, ensuring accurate forecasting, financial oversight, and proactive budgetary management.
- Stakeholder Engagement: Provides expert guidance to senior city leaders and fosters relationships with internal clients, community representatives, partners, and internal business units.
- Human Resource Leadership: Develops workforce plans, branch structure, mentors staff, conducts performance evaluations, and ensures compliance with collective agreements.
- Risk Management and Compliance: Establishes policies, monitors performance, and ensures adherence to safety regulations and corporate risk management protocols.
- Project Management: Oversees multiple concurrent facility design, construction, and renovation projects, ensuring alignment with city standards and strategic priorities.
- Regulatory Compliance: Ensures the design and construction of facilities adhere to relevant acts, regulations, codes, and bylaws.
- Safety Leadership: Conducts workplace inspections, leads safety-focused initiatives, and ensures team compliance with the Corporate Safety Program.
- Facilities Assessment & Reporting: Maintains databases for facility condition assessments and utility tracking, leveraging modern asset management technologies in the development of capital and operational plans.
Key Qualifications
- Educational Background: Degree in Engineering and a registered professional engineer in Saskatchewan in a Facilities related discipline..
- Professional Experience: Extensive experience in facilities engineering, facility design and construction, project management, with a focus on a diverse facility portfolio.
- Financial Acumen: Strong budgeting, forecasting, and financial management skills within a municipal or corporate setting.
- Leadership & Team Management: Proven ability to mentor, lead, and develop teams, ensuring alignment with strategic goals.
- Regulatory and Industry Knowledge: Deep understanding of building codes, safety regulations, consulting and construction contracts, project management principles and sustainability standards.
- Communication & Negotiation Skills: Strong ability to engage with stakeholders, build relationships with client groups and contractors, resolve conflicts, and represent the city in public and governmental forum.
